Deputy Prime Minister Le Thanh Long: Create special and outstanding mechanisms and policies in education development and management

This is an important event, demonstrating the political determination of the Party Committee of the Ministry of Education and Training in leadership and direction to create a breakthrough in education and training development in the new development stage of the country.

Innovation in education management with superior mechanisms and policies

The 2020-2025 term is a period of profound challenges and fluctuations; rapid and complex developments in the world and regional situations have greatly affected our country in all fields, including education and training. The Deputy Prime Minister stated that in that context, the Party Executive Committee and the Party Committee of the Ministry of Education and Training have united, made efforts to overcome difficulties and challenges, effectively implemented assigned tasks and achieved important results.

The work of summarizing Resolution 29 was focused on and effectively implemented; the Politburo was advised to issue Conclusion 91 on August 12, 2024 with many important new points. In particular, the comrades made great efforts and focused on building the draft Resolution of the Politburo on breakthroughs in education and training development.

The Deputy Prime Minister said that this Resolution will soon be considered and issued by the Politburo in the coming time with a number of important decisions, such as: Innovating thinking, creating special and outstanding mechanisms and policies in education development and management; overcoming the situation of chasing achievements; changing the viewpoint on university autonomy...

The system of legal regulations, directives and implementation instructions has been issued relatively comprehensively, covering the core and most necessary issues; many outstanding issues have been handled.

The scale of education and the network of preschool, general education and continuing education facilities continue to develop, ensuring students' right to study. The implementation of innovation in general education programs and textbooks has initially achieved results according to the set goals.

Universalization of preschool education, primary education, lower secondary education and illiteracy eradication continues to receive attention; the National Assembly has issued a policy on tuition exemption and support for preschool children and secondary school students.

Education in ethnic minority areas, mountainous areas, and areas with difficult conditions is given special attention.

The quality of leading education continues to be affirmed. Vietnamese students achieve high results in regional and international Olympic competitions. The quality of higher education has improved significantly; focusing on preparing and training high-quality human resources for new fields (such as chip industry, semiconductors, AI, etc.).

The annual high school graduation exam is organized seriously, honestly, objectively, safely, creating favorable and fair conditions for candidates. University and college admissions are increasingly transparent; increasing convenience for training institutions and candidates, contributing to saving social resources, and accurately assessing candidates' abilities.

The team of teachers and educational managers are given attention and their quality is constantly improved; the rate of qualified teachers increases at all levels of education. The application of science and technology, innovation, and digital transformation are promoted throughout the industry.

On behalf of the Government Party Committee, Deputy Prime Minister Le Thanh Long warmly congratulated and commended the efforts and achievements that the Party Committee of the Ministry of Education and Training and the entire education sector have achieved in the 2020-2025 term, making important contributions to the overall achievements of the whole country.

The Deputy Prime Minister stated that education and training is a top national policy, playing a particularly important and fundamental role in the formation and development of human resources; is the most important factor ensuring the success of human resource development, especially high-quality human resources to serve the cause of rapid and sustainable development of the country, especially in the innovation of the growth model and the realization of the Party's breakthrough policies that have been and will be issued. Accordingly, the education sector in general and the Party Committee of the Ministry of Education and Training in particular need to continue to be united, proactive, courageous, and innovate more strongly, to complete the set goals, to respond to the trust and expectations of the Party, the State and the people.

Basically agreeing with the direction and tasks stated in the Political Report, Deputy Prime Minister Le Thanh Long noted some additional contents.

Firstly, thoroughly grasp and effectively implement the Party and State's guidelines, policies and laws on education and training, including Conclusion No. 91 of the Politburo and the Education Development Strategy to 2030, with a vision to 2045; focus on completing, submitting for promulgation and organizing the synchronous and effective implementation of the Politburo's Resolution on breakthroughs in education and training development and the National Target Program on education and training development.

Second, continue to review, amend and supplement institutions, mechanisms and policies on education and training innovation in a timely manner, improve the effectiveness and efficiency of state management of education; in which priority is given to completing 3 draft laws: Law amending a number of articles of the 2019 Education Law, Law on Higher Education (amended), Law on Vocational Education (amended) and effectively implementing the Law on Teachers. Summarize and comprehensively evaluate the implementation of innovation in general education programs and textbooks to adjust and complete the General Education Program in accordance with the set goals and requirements, especially after implementing the arrangement of administrative units and organizing local governments at 2 levels.

Third, continue to implement autonomy in conjunction with improving the quality of university training in a substantive and in-depth manner, linked with accountability, publicity and transparency; create a favorable environment to attract investment resources for education and training development, ensure fairness and equality between the public and private sectors; promote public-private cooperation.

Fourth, continue to review and plan the network of preschool, general education, continuing education, education for the disabled, higher education and pedagogical colleges; effectively implement the policy of exempting and supporting tuition fees for preschool children and general education students. Build schools and classrooms to meet the learning needs associated with the trend of urbanization and population shift, focusing on building boarding schools for primary and secondary schools in 248 land border communes.

Sixth, strengthen the building and rectification of a clean and strong Party in all aspects; continue to improve the political capacity and fighting spirit of Party organizations and Party members. Continue to research, streamline, improve and enhance the efficiency, effectiveness and efficiency of agencies, units and organizations in the Party Committee in conjunction with restructuring and building a contingent of cadres, civil servants and public employees with sufficient qualities, capacity and prestige, equal to the tasks; attract and promote talents.

"We hope and believe that, with its fine traditions and achievements, the Party Committee of the Ministry of Education and Training will strongly promote the spirit of solidarity, intelligence, innovation and creativity; strive to overcome all difficulties and challenges; excellently complete all assigned tasks, and make worthy contributions to the cause of rapid and sustainable development in the new era of development of the country," Deputy Prime Minister Le Thanh Long emphasized.

At the Congress, comrade An Dinh Doanh, Deputy Head of the Government Party Committee's Organization Commission, announced the decisions appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary, and Inspection Committee of the Party Committee of the Ministry of Education and Training, term I.

Accordingly, the Party Executive Committee of the Ministry of Education and Training consists of 29 comrades. The Standing Committee of the Party Committee of the Ministry of Education and Training consists of 8 comrades.

Comrade Nguyen Kim Son, Minister of Education and Training, holds the position of Secretary of the Party Committee of the Ministry of Education and Training for the 2025-2030 term.
