On the morning of February 1, the Ho Chi Minh City People's Committee held a preliminary review of the socio-economic situation in January and set out tasks for February 2024.

Speaking here, Vice Chairman of Ho Chi Minh City People's Committee Ngo Minh Chau said that in the near future, the city will organize a series of events and activities to celebrate the Lunar New Year 2024.

Therefore, the City Police and the City Command must ensure security and order, national defense and security before, during and after Tet. The City Police organize a peak period to attack and suppress crimes resolutely. In particular, it is necessary to focus on crimes of theft, robbery, counterfeit goods, smuggled goods and drugs.

The Vice Chairman of the City also added that it is good news that this Tet, districts and towns are organizing more and more diverse festivals. However, Mr. Chau noted that "if safety is not guaranteed, they will not be organized".

"If safety conditions are not guaranteed, then it will not be held. And each festival has an organizing committee and a commanding executive committee, which are fully responsible. Traffic, security and order must be ensured, and it cannot be that when entering, you will be pickpocketed, when entering, you will be stuck in traffic, or there will be no place to park your vehicle...", Mr. Chau emphasized.

In particular, Vice Chairman of the City Ngo Minh Chau highlighted the issue of environmental sanitation after the festival. "Don't let people litter from beginning to end when entering the festival. We should learn from Dam Sen and Suoi Tien to ensure sanitation before, during and after the festival. Avoid the situation where after the festival, we see a huge landfill," said Mr. Chau.

All unauthorized drones must be dealt with.

Also at the meeting, representatives of the Ho Chi Minh City Command raised the issue of managing flycams in the area, especially near Tet when many events and festivals take place.

According to Colonel Pham Duc Chau Tran, Deputy Chief of Staff of the Ho Chi Minh City Command, the city is home to many events and festivals, especially during holidays and Tet. The City Command always ensures explosive detection and clearance during the preparation stage, but the issue of flycam management is still difficult.

"There are two types of flycams, one is for registered TV stations, news agencies, and newspapers. However, there are some cases where people fly flycams without registering and without a license," the representative of the Command shared.

According to Colonel Tran, in principle, an object flying into the air must be permitted by the General Staff's Operations Department.

However, recently, the military planned to assign provinces, cities, and military regions to manage the licensing of flycams in areas that are not likely to cause unsafety, but this has not been done for a number of reasons.

Therefore, he suggested that leaders of departments, branches, and units organizing events related to flycams and flying objects need to discuss in advance to apply for a license, to facilitate management work.

"A major event without a flycam will be very difficult to film. However, we are responsible for managing these flying devices. The flight area and electronic devices need to be secured. If not strictly managed, flying objects can "loiter" into the airport, colliding with planes taking off at a speed of 200km/h, which will be a very big problem," the representative of the Command expressed concern.

Discussing this issue, Vice Chairman of the City Ngo Minh Chau suggested that in the management of flycams, there should be a form to identify which unit it belongs to, who it belongs to, and whether it is licensed or not.

“All unlicensed flycams must be dealt with. For example, if flycams can carry explosives, it will cause a huge accident. Especially in places with a large crowd of people watching fireworks,” Mr. Ngo Minh Chau gave an example.

Accordingly, Mr. Chau directed the units to clarify the handling plan if the above situation occurs. In particular, the command work, on-site means, and operating means need to be noted.

In particular, forces must ensure that there are at least two response plans for each possible situation to ensure that incidents are resolved in a calm and effective manner.
