On the morning of September 11, the Provincial National Assembly Delegation visited, presented gifts, and encouraged a number of units and families affected by damage and forces participating in supporting the recovery of the consequences of storm No. 3 in Ha Long City. Visiting and presenting gifts were comrades: Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation; and leaders of Ha Long City.

Visiting, presenting gifts and encouraging officers and soldiers of Regiment 43 (Division 395, Military Region 3) who are supporting the cutting of fallen trees and environmental sanitation in Bai Chay ward, one of the areas heavily damaged after storm No. 3, comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, acknowledged and thanked the volunteer spirit of officers and soldiers of the Vietnam People's Army as well as other forces who are supporting the people of Quang Ninh to overcome the damage of storm No. 3. He hoped that officers and soldiers of the unit would fully prepare logistics and ensure their health so that together with the people in the province, they could soon complete the work of overcoming the consequences of the storm.

The delegation visited and encouraged the management and employees of Ha Long Pearl Joint Stock Company, one of the most severely affected enterprises in Ha Long City after storm No. 3. Due to the impact of the storm, the enterprise's pearl farming and culturing facilities in Ha Long Bay were completely destroyed; the product processing and display facilities were also severely damaged. Sharing the losses of the enterprise, comrade Dang Xuan Phuong believed that with the experience of the enterprise, the spirit of solidarity and unanimity of the whole province in overcoming the difficulties, the immediate difficulties will soon be resolved.

Visiting the Green service facility in Bai Chay ward, despite the heavy damage, the facility still organized cooking and free service for local residents. Comrade Dang Xuan Phuong acknowledged the facility's spirit of sharing and solidarity in helping the people while the whole city was suffering heavy losses due to the impact of the super typhoon. He hoped that this spirit would be spread and shared so that there would be many meaningful activities and actions to arouse consensus and determination to overcome the losses caused by typhoon No. 3.
