According to the decision approving the project investment, the Ho Chi Minh City - Long Thanh Expressway Expansion Project on the Ho Chi Minh City - Long Thanh - Dau Giay Expressway route has a total investment of nearly 15 trillion VND. The project will be implemented from 2025-2027.

Of the total investment for project implementation, public investment capital (state budget) is 6.5 trillion VND (including 2.5 trillion VND from increased central budget revenue in 2024 and 4 trillion VND from medium-term capital for the period 2026-2030); VEC's capital (including interest during construction) is nearly 1.7 trillion VND; loans from commercial banks and credit institutions are more than 6.7 trillion VND.

The Ho Chi Minh City - Long Thanh Expressway Expansion Project is about 22km long, the centerline of the project basically follows the old road, expanding to both sides, except for the section across Long Thanh Bridge which is expanded to the right of the existing route (downstream). In particular, the section from the Ring Road 2 intersection to the Ring Road 3 intersection, over 4.8km long, has been invested in expanding from 4 to 8 lanes; the section from the Ring Road 3 intersection to the intersection with Bien Hoa - Vung Tau Expressway, over 14.7km long, has been invested in expanding from 4 to 10 lanes.

Along with that, investing in building a new Long Thanh bridge (over 2.3km long) with a scale of 5 complete lanes from Ho Chi Minh City to Dong Nai , on the right side of the existing bridge. The project will also invest in building 5 complete interchanges on the route, the direct interchanges according to the design are extended to suit the expansion scale.

The project investment objective is to complete the expressway according to the approved planning scale, meeting the increasing transportation demand, shortening time, reducing transportation costs. In particular, contributing to convenient connection from Long Thanh International Airport to Ho Chi Minh City, serving socio -economic development, ensuring national defense and security for the key economic region in the South.

The Ho Chi Minh City - Long Thanh - Dau Giay Expressway was put into operation in phase 1 with a scale of 4 lanes since 2015. However, over the years, due to the rapidly increasing traffic volume, especially during rush hours and weekends, it has led to overload and local congestion at the beginning of the route, the Long Thanh bridge area and the National Highway 51 intersection.

According to VEC, traffic volume on this expressway has increased by an average of 10.4% per year. To date, this expressway has been overloaded, especially the Ho Chi Minh City - Long Thanh section has exceeded its capacity.
