58 affiliated party organizations with 12,000 party members

This afternoon (March 3), the Ministry of Construction held a conference to announce the Decisions of the Government Party Committee, the Party Committee of the Ministry of Construction, and the Minister of Construction on organization and personnel work.

Speaking at the conference, Minister Tran Hong Minh said that on February 19, 2025, the Government Party Committee issued a Decision to establish the Ministry of Construction Party Committee as the direct superior Party Committee of the grassroots Party organizations directly under the Government Party Committee, on the basis of reorganizing the Ministry of Construction Party Committee and the Ministry of Transport Party Committee (including 58 affiliated Party organizations with more than 12,000 Party members).

The Government Party Committee has simultaneously appointed Party committee personnel and leadership positions of the Ministry Party Committee.

Immediately afterwards, on February 25, 2025, the Government issued Decree No. 33 stipulating the functions, tasks, powers and organizational structure of the Ministry of Construction after the merger between the Ministry of Construction and the Ministry of Transport with an organizational structure of 23 units.

"This is a particularly important political and legal basis, a prerequisite and has profound political significance for the Party Committee of the Ministry and the Ministry of Construction to operate in accordance with the provisions of the Party Charter and the laws of the State," said the Minister.

Also according to Minister Tran Hong Minh, in the past time, the leaders of the Ministry, Party committees, Party organizations, agencies and units have been determined and made efforts to complete assigned tasks, without interrupting operations.

The work was handled continuously, smoothly and effectively in accordance with the direction of the Central Committee on summarizing the implementation of Resolution No. 18 on innovation and reorganization of the political system to be streamlined and operate effectively and efficiently.

Continue to streamline and arrange to suit practical conditions

Thoroughly grasping and strictly implementing the direction of the Central Committee, Politburo, Secretariat, National Assembly, Government and Government Party Committee, Minister Tran Hong Minh said that the leaders of the Ministry, Party committees at all levels, Party organizations, agencies and units have high consensus and unity when implementing the arrangement and streamlining of the apparatus.

The leadership and direction methods are synchronous, drastic, and steadfast in implementing goals, requirements, and principles to ensure compliance with the Party's Charter, State laws, and Central directives.

In line with Decree No. 178 of the Government on policies and regimes for cadres and civil servants in the implementation of organizational restructuring, the Ministry of Construction has directed relevant agencies to review and report on all cadres and civil servants wishing to retire early.

"I acknowledge, commend and appreciate your positive contributions to the development of the industry during your past work.

Many comrades have devoted their whole lives to the Ministry of Construction and the Ministry of Transport, dedicating all their efforts to the development of the industry.

The voluntary early retirement of comrades demonstrates a high sense of responsibility and personal sacrifice for the revolutionary cause in terms of organizational arrangement.

This is an example of the spirit of party members for the great cause of the country, creating favorable conditions for agencies and units in arranging and restructuring the staff", the Minister shared, at the same time directing the Department of Organization and Personnel and agencies to continue reviewing and developing evaluation criteria when arranging and assigning staff, reducing staff to ensure regulations and suitability with practical situations.

Units under the Ministry unite with the Party Committee and the Ministry's leaders to determine the spirit of "children of one family" to form a united bloc, with consensus from top to bottom, to perform well the assigned tasks. The process of assigning tasks to Party Committees and all levels, and leaders of units must be democratic and humane, to consolidate and build a united bloc in each unit under the Ministry.

Identifying 2025 and the following years, according to Minister Tran Hong Minh, besides many opportunities, advantages, and difficulties, in order for the Party Committee of the Ministry, the Ministry of Construction and Party committees, Party organizations, agencies, and units to further improve their leadership capacity and fighting strength, Minister Tran Hong Minh requested the units to carry out 3 key tasks.

Firstly, continue to thoroughly grasp and effectively implement the Party's policies and regulations, the State's laws and the Ministry's leadership and direction on streamlining the apparatus in each organization, agency and unit; do a good job of political and ideological work, ensure consensus between the top and bottom, and ensure smooth communication; promptly advise, implement and effectively resolve policies for cadres, civil servants, public employees and workers when streamlining the apparatus to ensure compliance with regulations.

Immediately after this conference, Party committees, Party organizations, agencies and units promptly led, directed and organized the implementation of the consolidation, organization and arrangement of subordinate cadres; closely followed the functions, tasks, organizational structure, developed working regulations, regulations, decisions, programs and work plans of Party committees, Party organizations, agencies and units under their authority to ensure compliance with the Party Charter and State laws to immediately start operating, without stopping, without interruption, without delaying work.

The implementation process must promote democracy, create consensus and high unity, maintain internal solidarity, and contribute to the successful completion of all assigned tasks.

Second, promote the role, responsibility, and exemplary pioneering spirit of the contingent of cadres and party members, especially key cadres at all levels, newly established party organizations, newly appointed personnel, newly appointed leaders, and those with changed positions; comrades who are exemplary cadres, pioneers, and centers of solidarity to build clean, strong, and comprehensive party organizations, party cells, agencies, and units.

"The work of reviewing, arranging and appointing cadres today is just the first step for Party committees, Party organizations, agencies and units to immediately start operating.

The Party Committee's Organization Board, the Department of Organization and Personnel and relevant agencies need to continue to review and promptly advise the Party Committee and leaders of the Ministry to gradually arrange and transfer leadership positions in accordance with the capacity and strengths of each comrade, contributing to the successful completion of tasks at each Party Committee, Party organization, agency and unit in order to successfully carry out political and professional tasks and Party building work in 2025 and the following years," the Minister noted.

The third task mentioned by the Minister of Construction is to focus and resolutely complete all tasks according to the set programs and plans; promptly lead and direct Party committees and organizations at all levels to prepare and organize well the congresses of Party committees and affiliated Party cells.

"For newly established and merged party committees (cells), implementation must comply with the contents of Conclusion No. 118 of the Politburo.

"Party committees (cells) that are not newly established or merged (have been and are directing the organization of congresses) must, immediately after this conference, promptly lead and direct the organization of congresses at their level in accordance with Directive No. 35 of the Politburo and guiding documents of higher levels to ensure quality, efficiency, and compliance with procedures and regulations, and to make achievements to welcome the first Congress of the Ministry of Construction Party Committee for the 2025-2030 term, the Government Party Congress, and the 14th National Congress of the Party," the Minister assigned.

Promoting the precious tradition throughout the past, inheriting and promoting the achievements, Minister Tran Hong Minh believes that the new Party Committee and the new Ministry of Construction will successfully complete the assigned tasks, together with the entire Party, the entire people and the country, firmly entering the new era, the era of the Vietnamese nation's rise.
