Pursuant to Decision No. 1918-QDNS/TW dated February 14, 2025 of the Politburo, the Standing Committee of the Ho Chi Minh City Party Committee held a conference to announce and present the Politburo's Decision on personnel work on the afternoon of February 19.

The conference was chaired by Politburo member - Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; Party Central Committee member - Member of the National Assembly Standing Committee, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai; Party Central Committee member - Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi; Deputy Secretary of the City Party Committee - Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le; Deputy Secretary of the City Party Committee - Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Nguyen Phuoc Loc.

According to the decision, Mr. Nguyen Van Duoc - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the People's Council of Long An province was allowed by the Politburo to stop participating in the Executive Committee, Standing Committee and resign from the position of Secretary of the Long An Provincial Party Committee for the 2020-2025 term; transferred and appointed to participate in the Executive Committee, Standing Committee and hold the position of Deputy Secretary of the Ho Chi Minh City Party Committee for the 2020-2025 term.

Mr. Nguyen Van Duoc was born on April 3, 1968, Kinh ethnicity, hometown Luong Hoa commune, Ben Luc district, Long An province. Professional qualifications: Master of Geology, Bachelor of Geology; advanced political theory level.

From March 1993, Mr. Duoc worked at the Land Management Board of Long An province, now the Department of Natural Resources and Environment (TN&MT) of Long An province. On May 9, 2000, Mr. Nguyen Van Duoc joined the Party.

In July 2006, he held the position of Director of the Office of Land Use Rights Registration of Long An province until February 2007, when he became Head of the Department of Natural Resources and Environment of Thanh Hoa district, Long An province. From July 2009 to May 2010, he held the position of Deputy Director of the Department of Natural Resources and Environment of Long An province, and from May 2010 to October 2010, he became Director of the Department; in November 2010, he was a member of the Provincial Party Committee - Director of the Department of Natural Resources and Environment of the province until March 2013.

From April 2013 to December 2015, Mr. Nguyen Van Duoc was a member of the Provincial Party Committee - Secretary of the Tan Thanh District Party Committee, Long An Province. From January 2016 to April 2019, he was a member of the Standing Committee of the Provincial Party Committee, term IX - Vice Chairman of the Provincial People's Committee, term VIII (term 2011 - 2016), Vice Chairman of the Provincial People's Committee, term IX (term 2016-2021).

From April 2019 to October 2020, Mr. Nguyen Van Duoc held the position of Standing Deputy Secretary of the Long An Provincial Party Committee, term X (2015-2020). On October 14, 2020, at the 11th Long An Provincial Party Congress, he was elected to hold the position of Secretary of the Long An Provincial Party Committee, term XI (2020-2025), Chairman of the Long An Provincial People's Council, term 2016-2021.

In January 2021, at the 13th National Congress of the Party, Mr. Nguyen Van Duoc was elected as a member of the 13th Party Central Committee (term 2021-2026).

* Previously, on the afternoon of February 18, at the extraordinary session of the 15th National Assembly, Mr. Phan Van Mai - Member of the Party Central Committee, Chairman of the People's Committee of Ho Chi Minh City was elected to hold the position of Member of the National Assembly Standing Committee, Chairman of the National Assembly's Economic and Financial Committee.

Mr. Phan Van Mai (born in 1973, hometown Thanh Phu Dong commune, Giong Trom district, Ben Tre province); professional qualifications: Master of Economic Management, Bachelor of Business Administration, Bachelor of English; advanced political theory level. He is a member of the Party Central Committee, term XII, XIII; delegate of the National Assembly, term XV.

Before being elected as a member of the National Assembly Standing Committee and Chairman of the National Assembly's Economic and Financial Committee, Mr. Phan Van Mai was Deputy Secretary of the City Party Committee - Chairman of the Ho Chi Minh City People's Committee, Head of the Ho Chi Minh City National Assembly Delegation, 15th term.

Since August 2008, Mr. Mai has been the Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union in charge of the South, then the Standing Secretary of the Central Committee of the Youth Union; Member of the Central Committee of the Vietnam Fatherland Front, Deputy Secretary of the Party Committee of the Central Committee of the Youth Union. From April 2014 to October 2015, he was Deputy Secretary of the Ben Tre Provincial Party Committee; then held the position of Standing Deputy Secretary of the Ben Tre Provincial Party Committee from November 2015 to December 2015.

On January 26, 2016, at the 12th National Congress of the Party, Mr. Phan Van Mai was elected as a member of the Party Central Committee, and continued to hold the position of Standing Deputy Secretary of the Provincial Party Committee and Chairman of the People's Council of Ben Tre province from January 2019 to July 2019.

On July 12, 2019, the conference of the Executive Committee of the Ben Tre Provincial Party Committee elected Mr. Phan Van Mai to hold the position of Secretary of the Ben Tre Provincial Party Committee for the 2015-2020 term.

In January 2021, at the 13th National Congress of the Party, Mr. Phan Van Mai was re-elected as a member of the Party Central Committee.

From June 1, 2021 to December 2023, the Politburo mobilized, assigned and appointed Mr. Phan Van Mai to participate in the Executive Committee, Standing Committee and hold the position of Standing Deputy Secretary of the Ho Chi Minh City Party Committee, term XI (2020-2025).

On August 24, 2021, at the second session of the 10th Ho Chi Minh City People's Council (term (2021-2026), Mr. Phan Van Mai was elected as Chairman of the Ho Chi Minh City People's Committee to replace Mr. Nguyen Thanh Phong. On the afternoon of February 18, 2025, at the 9th extraordinary session of the National Assembly, Mr. Phan Van Mai was elected as a member of the National Assembly Standing Committee, Chairman of the Economic and Financial Committee of the 15th National Assembly.
