Building a strong Association is an important and key task, which is decisive for the success of the Association's work and the farmers' movement. In the coming term, I expect the Provincial Farmers' Association to continue to innovate the content and methods of operation of the Association to ensure practicality and effectiveness, meeting the legitimate needs and aspirations of farmers; in line with the requirements of restructuring the agricultural and rural economy.

Direct the Association's activities towards caring for and protecting the rights and interests of farmers. Focus on information, propaganda, and dissemination of knowledge, especially knowledge on production organization, markets, and science and technology for members and farmers; create an environment for members to learn and exchange experiences to improve the quality of members.

At the same time, actively deploy service activities, consulting and supporting farmers to raise awareness and solidarity of farmers with the Association. Strengthen the gathering of farmers through organizing patriotic emulation movements, campaigns associated with the task of developing economy and culture at the grassroots level; improve the quality of branches in residential areas. Focus on building a team of dedicated Association officials with increasingly high qualifications, education and knowledge, innovative thinking, and understanding of agriculture and rural areas.

As a grassroots association official who directly accompanies members and people, I see that the lives of members and farmers still face many difficulties, especially in the current period, when the input and output markets in agricultural production fluctuate frequently. Through this congress, I hope that the congress will have many solutions to support farmers in production and business through specific and practical policies and guidelines for the conditions and circumstances of farmers in each locality and each specific region.

In reality, the work of the Association's cadres is increasingly facing many difficulties, especially for branch cadres. To complete the functions and tasks of the branch, branch cadres must spend a lot of time and effort. However, the support regime for branch cadres is very limited and only the branch president receives allowances (the branch vice presidents and branch executive committee members do not receive support).

Although there are regulations on policies for non-professionals at commune and town levels and branch heads, the allowance regime for deputy heads at the branch level is not mentioned, while the Farmers' Association has a structure for deputy heads of branches. I hope that in the next term, the associations at all levels will continue to pay attention and recommend that Party committees and authorities at all levels consider supporting part of the budget so that branch officials can work with peace of mind.

For farmers, income mainly comes from agricultural production. However, investment conditions for agricultural development are still low, and people have not focused on applying scientific and technological advances to cultivation and production, leading to low economic efficiency. Therefore, in order for farmers to effectively transform the structure of crops and livestock, contributing to improving productivity, quality, and economic efficiency, it is necessary to apply scientific and technological advances to production.

I hope that in the coming time, Farmers' Associations at all levels will continue to pay attention to creating conditions to support training and transfer of science and technology to farmers, applying science and technology to production and business practices. Strengthen the construction of models to help farmers access and master science, bring new plants and breeds with high productivity, quality and economic value into cultivation and animal husbandry.

Gradually change the habits and methods of scattered and small-scale farming of the people, gradually shift to concentrated production, create products with high productivity and economic value. From there, help members be proactive in thinking and working, boldly change the structure of crops and livestock, invest in expanding the scale of production and business to improve economic efficiency, contribute significantly to the implementation of the criteria of the new rural construction movement, create jobs for rural workers.

In recent times, the Farmers' Association at all levels has had many programs and policies focusing on supporting farmers in ethnic minority and disadvantaged areas in many different aspects, creating conditions for households to proactively develop their economies. However, in the implementation process, there are still many difficulties, not fully meeting the needs of farmers. In the coming term, I hope that the policies and resolutions of the Provincial Farmers' Association Congress for the term 2023-2028 will soon come into life.

Accordingly, Farmers' Associations at all levels need to continue to research, consider, and select appropriate agricultural livelihood models, and increase support for farmers in ethnic minority and disadvantaged areas. Such as, supporting crop and livestock varieties suitable for the locality; increasing the opening of training and vocational classes; selecting livelihood models associated with preserving and developing the unique culture of ethnic minorities.

In particular, capital for economic development and product output is really necessary for agricultural producers in general. Therefore, farmer members hope that Farmers' Associations at all levels need to pay special attention to creating more capital support sources as well as finding solutions to create a connection between the four houses: "Farmers - State - Scientists - Entrepreneurs".

Linking product consumption is the “key” to help organizations, businesses and individuals develop well in markets without worrying about product output. Implementing the policy of the Provincial Farmers’ Association to build a chain of stores to promote and introduce regional products, creating a premise for connecting sustainable product consumption, which the establishments are applying, has shown quite good initial results.

However, the formation of production chains and product consumption for farmers has not achieved the expected results and is taking place in many localities. To develop a sustainable product chain with high added value, it is necessary to regularly assess and forecast the market so that entities and localities can promptly grasp market information on supply and demand of products, business plans and proactively find output for products. Create a premise between producers and processing and consuming enterprises to "lead the way" for chain linkage from production to product consumption.

For the production and consumption chains that have been formed, the subjects need to continue to maintain and develop them so that the chains are more sustainable and economically efficient. At the same time, focus on building brands and trademarks to increase the competitiveness of products in the market. Associations at all levels need to step up support for members and farmers to develop cooperation models, linkages between enterprises, cooperatives and farming households, and between farming households to produce and trade according to the value chain.

Developing high-tech agriculture and clean agriculture is a sustainable direction, an inevitable trend that is encouraged for households to apply. In recent years, Farmers' Associations at all levels have had many solutions to support farmers in implementing many high-tech agricultural models effectively, increasing profits many times over for farmers compared to traditional methods. Agricultural products applying high technology have more favorable output, in addition to the domestic market, they can be officially exported to a number of countries. The high-tech agricultural investment movement not only attracts large enterprises and farm owners to invest, but many small-scale farming households have also converted from traditional production to high-tech agriculture, achieving good economic efficiency.

However, the current support policy is not strong enough, not attractive enough, and the procedures for support are still difficult. I hope that in the next term, the Provincial Farmers' Association will continue to pay attention to many programs and projects to support and encourage farmers to develop high-tech agriculture. Create favorable conditions for farmers to accumulate and concentrate land; support capital, help farmers access capital and preferential credit for high-tech agricultural investment and business activities. Associations at all levels need to expand connection activities to support farmers in investing in applying mechanical equipment, greenhouses, net houses, and modern livestock barns; mobilize and support members and farmers to produce and use organic fertilizers and microbial fertilizers in agricultural production, etc.
