Drug rehabilitation work has been directed and invested in by Party committees and authorities at all levels in the province, and has seen positive changes. However, the issue of drug addicts returning to the community after rehabilitation and post-rehabilitation management still faces many difficulties and shortcomings.

Currently, there are over 6,300 drug addicts in the province, of which nearly 1,000 are being treated and rehabilitated at drug rehabilitation facilities; more than 100 are being detained in prisons in the province. Implementing the Law on Drug Prevention and Control; the Law on Handling of Administrative Violations; directives of the Politburo, the Prime Minister; decrees of the Government; circulars of the Ministry of Labor - Invalids and Social Affairs on drug rehabilitation, our province has issued many documents for implementation. At the same time, the Provincial Steering Committee 138 has been regularly strengthened to strengthen leadership and direction in crime prevention and control and drug rehabilitation. In addition to propaganda activities, the functional forces have launched a high-point campaign to attack and suppress drug-related crimes; comprehensively implemented all aspects of professional work of the specialized force for drug prevention and control; Manage drug addicts and illegal drug users; effectively organize and implement voluntary drug rehabilitation at home and in the community...

To ensure that drug addiction treatment is carried out in accordance with the law, drug addiction treatment facilities in the province regularly review, develop and promulgate regulations, rules and procedures for receiving and managing students; and ensure the steps for receiving and managing students undergoing drug addiction treatment and treatment at the facilities. Students with good results are considered for reduction or exemption from drug addiction treatment time according to regulations. After completing the drug addiction treatment period at drug addiction treatment facilities, drug addicts are handed over to their families and local authorities for management. Post-treatment management is carried out in many forms such as: guiding and helping post-treatment drug addicts to prevent and combat relapse; counseling them to change their behavior and personality; supporting vocational training, finding jobs and creating conditions for post-treatment drug addicts to participate in social activities and integrate into the community. Local authorities and organizations also regularly organize meetings, visit and encourage people after drug rehabilitation so that they can feel secure and integrate into the community; regularly survey, count and update to grasp the number and developments of drug addiction in each residential area and neighborhood so that all drug addicts can be monitored and managed.

In addition to the achievements, in recent years, the number of drug addicts using synthetic drugs, especially "crystal" synthetic drugs, has been increasing among young people. A number of young people believe that using synthetic drugs is not addictive and does not cause dependence, so they often take advantage of organizing birthday parties, parties, karaoke, etc. On the other hand, the understanding of drugs and specific issues related to drug addiction treatment for the majority of families with addicts is not adequate. In some localities, drug addiction treatment and rehabilitation has not received real attention from the Party Committee and authorities; drug addiction treatment activities in communes, wards and towns are mainly decision-making and focus on detoxification, without assessing the needs and making drug addiction treatment plans for each person; post-addiction support activities have not been focused on... In particular, families with addicts play a key role in drug addiction treatment at home and in the community. However, the majority do not have knowledge about drugs and drug addiction treatment; They have not been instructed in skills to help and encourage their children to quit drugs and prevent relapse. Therefore, they have almost no measures to help their children quit drugs.

In order to effectively manage post-rehabilitation subjects, relevant sectors and units continue to implement solutions to create consensus and strongly change the awareness of cadres, party members, workers and people of all walks of life. At the same time, enhance the responsibility and political determination of all levels, sectors, unions and socio-political organizations in post-rehabilitation drug management. Improve the effectiveness of drug users and addicts management to curb the increase in new drug users and addicts; innovate and improve the effectiveness of drug rehabilitation and post-rehabilitation drug management; solve employment and social issues after rehabilitation; prevent and combat relapse. Focus on innovating and diversifying forms of propaganda and improving the effectiveness and quality of propaganda, dissemination and legal education content to prevent, limit and gradually reduce the number of drug addicts and illegal users, especially synthetic drugs; Combine traditional propaganda forms with the application of information technology in propaganda activities to bring high efficiency; focus on popularizing and setting examples of typical organizations and individuals who do well in drug prevention and control. Continue to organize drug addiction treatment at home and in the community; mobilize drug addicts to voluntarily quit; detect drug addicts who violate regulations on drug addiction treatment and treatment in the area to prepare records to propose the application of administrative measures to send them to compulsory drug addiction treatment facilities; closely coordinate in the work of preparing records, reviewing and sending drug addicts to compulsory drug addiction treatment. Support and organize drug addiction treatment in forms appropriate to each type of subject and locality. Complete the organizational structure for the team working on drug addiction treatment to improve the effectiveness of drug addiction treatment and post-treatment management.
