Hanoi residents are granted free criminal records via VNeID application

In the last 6 months of this year, Hanoi will support 100% of the fee for providing criminal records information for people in the city who have level 2 identification accounts and request a criminal record certificate via the VNeID application.

Resolution 11 regulating the support of fees for providing criminal records information via the VNeID electronic identification and authentication application in Hanoi, has just been approved by the 16th session of the 16th term People's Council of the city, effective from June 1, 2024 to December 31, 2024.

According to the Resolution, Vietnamese citizens permanently residing in Hanoi who have a level 2 electronic identification account and request a criminal record certificate via the VNeID application, but are not eligible for fee exemption as prescribed in Circular 244 of 2016 of the Ministry of Finance, will be supported with 100% of the fee for providing criminal record information.

In case people request to be issued a criminal record certificate, requesting to be issued more than 2 criminal records (from the 3rd certificate onwards) at one time, they will be supported with a maximum of 50,000 VND/time/person, equivalent to 10 criminal records.

The Hanoi People's Council assigned the People's Committee to direct and organize the implementation of the Resolution regulating the support of fees for providing criminal record information via the VNeID electronic identification and authentication application in the area.

Hanoi city and Thua Thien Hue province are two localities that are piloting the issuance of criminal records on the VNeID application for people with level 2 identification accounts.

Along with Thua Thien Hue, from April 22 to now, Hanoi has been piloting the issuance of criminal records on the VNeID application for people with level 2 electronic identification accounts. The results of the 2-month pilot in Hanoi and Thua Thien Hue will be the basis for the nationwide expansion of the issuance of criminal records on the VNeID application.

The criminal record is issued electronically, digitally signed by an authorized person and digitally signed by the Department of Justice, and has the same legal value as the original paper criminal record.

Electronic criminal records will be returned by default to people's accounts on the VNeID application, the National Public Service Portal (dichvucong.gov.vn) and the administrative procedure settlement information system of Thua Thien Hue province and Hanoi city.

As of mid-May 2024, the Ministry of Public Security has activated more than 54.34 million electronic identification accounts.

According to the assessment of the Working Group implementing the Project on developing applications for data on population, identification and electronic authentication (Project 06), Hanoi city and Thua Thien Hue province have actively coordinated with the Ministry of Public Security to prepare conditions, officially implementing the pilot issuance of criminal records on VNeID from April 22 and received positive response from the people, with the rate of applications received on VNeID accounting for 67.42% for Thua Thien Hue and more than 45.5% for Hanoi.

The value of the pilot issuance of criminal records on the VneID application is that people in need can do it anytime, anywhere. It is estimated that when officially implemented, people will save 5,000 VND in fees for requesting additional criminal records and about 10,000 VND in gas and travel expenses; 80,000 VND in waiting time for 4 hours; 150,000 VND in average wages for half a day of people. With the need for 2.6 million criminal records annually, it is expected to save about 637 billion VND per year.

Concluding the May 2024 meeting, the leader of the Working Group implementing Project 06 assessed that the pilot issuance of criminal records on the VNeID application in Hanoi and Thua Thien Hue had achieved initial results; at the same time, directed that after June 22, 2024, the Ministry of Justice conduct a preliminary review of the pilot and adjust the process if any problems arise during the pilot implementation.

In addition, the Ministry of Justice is also required to guide localities on the experience of Hanoi and Thua Thien Hue in the pilot implementation process; prepare necessary conditions such as training, copying and sending documents, integrating software..., before officially announcing the nationwide implementation.

According to the report of the Standing Working Group implementing Project 06, as of mid-May 2024, the Ministry of Public Security has issued over 86.2 million chip-embedded citizen identification cards and collected over 75.7 million electronic identification records, activating over 54.34 million accounts, reaching an activation rate of 71.78% of the total number of records received. In particular, the 8 utilities on the VNeID application announced on January 25, 2024 have been well received by many people. According to statistics, on average, there are more than 1.5 million visits to the VNeID application every day, including some utilities with high user numbers such as: public services for residence notification with 237,522 visits; recommendations and feedback on security and order with 4,264 visits; announcements and dissemination of new legal policies to citizens with 9.2 million visits; Integrating 829 people's social security accounts on the VNeID application...
