
In 1984, Binh Chanh commune was established on the basis of Tu Tra village (Binh Tu commune), Ngu Xa village, Long Hoi village (Binh Phu commune) and part of Binh Que commune.
Having existed for 4 decades, Binh Chanh and Binh Phu communes have now merged into a new administrative unit, expected to be named Binh Phu. To find out people’s thoughts on this policy, we went to the grassroots to survey public opinion, and found that most people agreed with it.
Mr. Duong Ngoc Tuong's family used to belong to Tu Tra village (Binh Tu commune). In 1984, according to the general policy, Tu Tra village was separated from Binh Tu to join the newly established commune of Binh Chanh.
Mr. Tuong shared that this year he is over 60 years old, he has registered his household in 2 communes, now he continues to change his permanent residence. Although it was difficult at first, but over time he got used to it.
“The arrangement of administrative units is a common policy, and people are in agreement. When merging, the apparatus at the grassroots level will be less overlapping and cumbersome. Even though people have to go further to do administrative procedures, they still agree,” said Mr. Tuong.

Also in Tu Tra village, Mr. Duong Ngoc Kim said: "People agree with the policy of merging communes. The most important thing is that when merging, the government must consider options to ensure administrative procedures for people to be synchronized and digitized."
Discussing the work of arranging administrative units in the district, Mr. Vo Van Hung - Chairman of the People's Committee of Thang Binh district said that the immediate task is to well implement the policy of arranging administrative units at the commune level in accordance with the spirit of guidance from higher levels. The Party Committee and the government of Binh Chanh commune must identify this as a major and especially important policy.
“It is necessary to review and resolve outstanding work. Conduct well the conference to collect voters' opinions on the Project to rearrange Binh Chanh and Binh Phu communes into a new administrative unit, Binh Phu commune, for the period 2023 - 2025, held in mid-May.
"Cadres, party members and people of Binh Chanh need to clearly realize that the administrative unit arrangement for communes is a favorable opportunity to develop the land and people here, so consensus and high unanimity are needed," said Mr. Hung.
