Recognizing the extremely important role of the Militia and Self-Defense Forces in participating in maintaining political security, preventing natural disasters, search and rescue and activities at the grassroots level, in recent years, Party committees and authorities at all levels, especially the Party Committee of the Provincial Military Command (CHQS) have regularly paid attention to and cared for the development of this force. From practice, many good and creative ways of doing things have emerged, many valuable lessons have been learned, contributing to promoting the strong, widespread and effective development of the Thanh Hoa Militia and Self-Defense Forces.
In On village, one of the poor Mong ethnic minority villages in Tam Chung commune, every morning, Giang A Chia, the village militia team leader, and his son prepare to visit border marker 270. Although he is over 40 years old, Giang A Chia has been involved in protecting border markers for over 20 years. Not only looking after and taking care of the markers, as a militia, Giang A Chia and other functional forces participate in propaganda, mobilization, helping people raise awareness, give up drugs and opium, and take care of family economic development.
It is known that during the training process, based on the characteristics of each locality, the Military Command of mountainous communes has included additional training contents that are close to the actual situation of the area, and increased practical training. Specifically, Tam Chung and Muong Chanh communes have trained in forest fire prevention and control. Muong Ly commune has increased the training time for flood prevention and control plans, search and rescue. Pu Nhi and Nhi Son communes, in addition to training plans to fight against enemy infiltration into the border, have also practiced rescue and natural disaster prevention...
As for the maritime militia soldiers, they are still considered as "living milestones", "eyes and ears" when they not only stick to the sea to catch seafood, develop the economy, but also actively participate with the forces to protect the fishing grounds, the sovereignty of the sea and islands of the Fatherland. In particular, the maritime militia teams also actively participate in rescue work; helping hundreds of fishermen and dozens of vehicles in distress to safely reach shore. The maritime militia forces also regularly care for and help households in difficult circumstances, orphans, homeless elderly people...
In recent years, as a standing agency, the Provincial Military Command has actively advised the Provincial Party Committee, People's Council, and Provincial People's Committee to lead, direct, and build the militia and self-defense force in the direction of "strong and widespread". Up to now, the whole province has 1,045 militia and self-defense bases with a force of 44,988 people, accounting for 1.21% of the population, including 2 platoons and 8 regular militia squads; political quality has been increasingly improved with the party member rate reaching 31.6%. This is a force that always plays a core role, taking the lead in disease prevention and control, overcoming the consequences of natural disasters, and search and rescue; Do a good job in mass mobilization, "gratitude" activities, new rural construction, hunger eradication and poverty reduction... At the same time, regularly coordinate with other forces to increase patrols, guard, block, and protect the safety of key targets, contributing to maintaining political security and social order and safety in the area.
Effectively implementing the Project "Strengthening the organization and improving the quality of the militia and self-defense force of Thanh Hoa province in the period of 2021-2025", in recent years, the Provincial Military Command has advised and organized training courses and fostered cadres according to the decentralization to ensure seriousness and strictness. Every year, 100% of militia and self-defense bases in the province are trained, with the number of troops reaching 97.3% or more, and the results of good and excellent training regularly reaching 70-80%.
Colonel Nguyen Trong Nhi, Deputy Commander and Chief of Staff of the Thanh Hoa Provincial Military Command, said: "In the coming time, to contribute to improving the quality of the militia and self-defense force, the Party Committee and the Provincial Military Command will continue to advise the Provincial Party Committee and the Provincial People's Committee to promote the dissemination of the Militia and Self-defense Law and documents and instructions for implementation; promote the strength of the entire political system and the entire population to participate in building a "strong and widespread" militia and self-defense force. Adhering to the motto of "basic, practical, quality", the training program content is close to the conditions and tasks of the locality and unit. Through training and fostering, it contributes to improving the capacity and qualifications of the militia and self-defense cadre team in advising local Party committees and authorities to effectively implement military and defense work, while improving the training capacity and combat readiness of militia and self-defense units at the local and grassroots levels.
