Implementing the National Target Program 1719, the entire political system of Anh Son district has seriously and resolutely participated. From the promulgation of legal framework for direction and administration; to propaganda, mobilization and implementation, all have been deployed methodically, promptly and in the right order.

Implementing the National Target Program 1719, the development investment capital allocated to Anh Son district from 2022 - 2024 is 24,951 billion VND, the career capital from 2022 - 2024 has allocated 9.76 billion VND.

Up to now, the district has disbursed funds to support the construction of 11 new houses; provided 233 stainless steel water tanks to 233 poor households with difficulties in domestic water; organized communication in communes of ethnic minority and mountainous areas with contents such as: disseminating knowledge of health care for the elderly with 90 participants, and providing health check-ups for the elderly in communes for 140 people.

Invest in building 1 centralized domestic water project in Dong Tho village, Tho Son commune; build 9 new projects (7 traffic projects; 1 cultural house project; renovate and repair 1 market project); maintain and repair 7 projects in extremely difficult villages.

In addition, building and replicating models to change "thinking and working methods" to enhance economic empowerment for ethnic minority women; promoting gender equality and solving urgent problems of women and children; organizing 5 communication sessions with 50 participants; 1 training course with 80 participants...

With the participation of the entire political system, the implementation of the National Target Program 1719 in Anh Son district has contributed to positive changes in the ethnic minority and mountainous areas in the district. Currently, the economic and social infrastructure system is being invested in and upgraded, such as: roads, community houses... to meet the production and living needs of the people.

With vocational training support activities, connecting labor supply and demand opens up job opportunities for ethnic minority and mountainous workers, helping them stabilize their lives and increase their income. Activities change the "thinking and working style" of the people, provide knowledge about health care, livelihood models... for the people.

Mr. Hoang Xuan Cuong, Vice Chairman of Anh Son District People's Committee emphasized: The program has brought about effectiveness in all areas of social life, directly affecting all aspects of people's material and spiritual life; is the driving force to promote socio-economic development, reduce poverty quickly and sustainably, and strengthen the great national unity bloc in the district.

All for the sake of the program

Although important results have been achieved, due to the low starting point, the difficult characteristics of the land, and the limited awareness of a part of the people, the rate of poor and near-poor households of ethnic minorities is still high compared to the rate of poor households in the whole district. Specifically, poor ethnic minority households are 232 households, accounting for 11.2%; near-poor households are 351 households, accounting for 16.97%.

According to Vice Chairman of Anh Son District People's Committee Hoang Xuan Cuong, the district will further strengthen the leadership and direction of Party committees and authorities at all levels; enhance the role and responsibility of heads of Party committees and authorities at all levels and agencies and units in leading and directing the implementation of the National Target Program 1719. At the same time, integrate capital sources from other programs and projects in the area to promote the effectiveness of investment capital and support for people. At the same time, it is necessary to step up inspection and examination work to limit errors and promptly overcome limitations.

Vice Chairman of the district Hoang Xuan Cuong also said: in the process of implementing the Program, there were some difficulties and problems. Currently, Anh Son district is gathering to make recommendations to the competent authority.

Specifically, in content No. 1, Sub-project 1, Project 4 mentioned "content of maintenance and repair of works" but it is necessary to specify more clearly and specifically the content of "infrastructure works of communes and villages invested in from the previous phase" as what kind of works, are there requirements on the investment capital of the works from which source, the previous phase is understood as from which period of time, which year to ensure consistency in understanding and implementation at the grassroots level.

In Sub-project 2, Project 9 on reducing child marriage and consanguineous marriage in ethnic minority and mountainous areas, the beneficiaries of the project need to add the group of "people in ethnic minority and mountainous areas" to ensure the project's implementation is more effective.

Regarding the design of the Program, Anh Son district believes that, in order to ensure the feasibility of each project and the efficiency of capital use, it is necessary to have a roadmap for implementing projects and groups of projects at increasing levels, gradually completing the program, avoiding massive implementation at the same time, at a time when the issuance of documents for implementation is not synchronous, unified, and not timely, leading to many difficulties, obstacles, slow progress in implementation and disbursement of capital, affecting the effectiveness of support for people.

In addition, superiors need to review the scoring method for localities to make reasonable adjustments. Funds allocated to localities need to be based on the actual needs of the locality, avoiding the situation of exceeding the needs and beneficiaries.
