According to information from the Coastal Station of the Nghe An Department of Fisheries and Fisheries Surveillance, as of 9:00 a.m. on July 20, the number of fishing vessels of Nghe An operating at sea was 785 vessels/3,938 people. The Coastal Station used the VX-1700 long-range communication device to inform the ship owners/captains operating at sea about the direction of movement and the level of danger of the storm to avoid storm No. 3.

Storm No. 3 named WIPHA is moving towards the Gulf of Tonkin and is considered a strong storm. It is expected that from the evening and night of July 21, winds on the mainland from Quang Ninh to Thanh Hoa will gradually increase to level 7-9, gusting to level 10-11; further inland, winds will increase to level 6-7, gusting to level 8-9; near the storm center, winds will increase to level 10-11, gusting to level 14. Therefore, fishing boats at sea need to urgently return to shore to safely avoid the storm.
