
In the period of 2020-2025, the health sector has focused on building and perfecting the legal system in all areas of state management of health. In particular, it has reviewed and simplified administrative procedures; regulated transparently and clearly the order, procedures, and documents, creating favorable conditions for people and businesses, contributing to limiting negativity in the implementation process.
To date, 4 laws, 1 ordinance, 3 resolutions of the National Assembly have been submitted to competent authorities for promulgation; 27 decrees and 217 circulars have been issued under its authority. The Ministry of Health has coordinated with relevant ministries, branches and localities to contribute ideas to develop and submit for promulgation the Law on Bidding, Law on Prices... and other regulations and guidelines, creating a suitable legal corridor to remove difficulties in bidding, procurement of supplies, equipment, drugs, vaccines, serving the work of medical examination, treatment and health care for the people. The Ministry of Health continues to review and complete documents, submit to the National Assembly for consideration 3 laws: Law on Food Safety (amended), Law on Disease Prevention, Law on Population in 2025.

In recent times, the health sector has focused on summarizing and concluding the implementation of resolutions, directives and conclusions of the Party Central Committee, the Politburo, the Secretariat and the Government Party Committee, thereby promptly grasping and correctly assessing the situation, advantages, difficulties and causes; thereby proposing measures and solutions to remove difficulties and obstacles. At the same time, promptly reporting to competent authorities on issues beyond their authority; drawing lessons to effectively lead and direct the implementation of assigned political tasks.
In particular, it has led and directed resolutely in building and perfecting the health sector's institutions; strengthened decentralization and delegation of power; promoted the role and responsibility of local Party committees and authorities in leading and comprehensively managing the local health system according to the 2-level government model. Some institutional "bottlenecks" and "knots" related to the procurement and bidding of drugs, supplies and medical equipment have been promptly removed.

Entering the new period of 2025-2030, the Party Committee of the Ministry of Health continues to promote intelligence, solidarity, actively innovate, and strengthen integration; focus on leading and directing the construction of the Ministry of Health and the health sector to basically perfect institutions and policies; develop a health service delivery system from the central to grassroots levels, meeting the needs of protecting, caring for, and improving people's health in the new era.
In particular, focusing on reviewing, building and perfecting institutions and policies; promptly and fully institutionalizing them; detecting and focusing on removing bottlenecks and bottlenecks in the legal system towards unity, synchronization, transparency, feasibility, stability and effective implementation.
One of the key and breakthrough tasks in the new period that the health sector has also identified is to focus resources on building and perfecting institutions and policies in the health sector, prioritizing complex and sensitive areas that are related and intertwined in state management with ministries and branches.
Promote decentralization and delegation of authority in conjunction with the responsibilities of heads of agencies and units; clearly define responsibilities and authorities between the central and local governments according to the 2-level local government organization model. Strengthen leadership and direction in organizing the implementation of issued legal documents.
Speaking to explain and clarify some opinions of National Assembly deputies raised in the discussion session on socio-economics at the 9th Session of the 15th National Assembly (May 2025), Minister of Health Dao Hong Lan emphasized: In order to continue improving the quality of service, the quality of medical examination and treatment, and at the same time restore the medical examination and treatment system and protect and care for people's health, the health sector has implemented many synchronous solutions. In particular, the completion of legal institutions and the removal of difficulties and obstacles have received special attention.
