Having to be clear-headed in placing oneself in the roles of each organization that one is in charge of, corresponding to each principle, mechanism, and specific operating regulations is a prerequisite to "play the right role and know the lesson".

Dialectical meaning

How to understand "right role and know the lesson"?

"Correct role" means each cadre performs the correct function, task, and authority assigned to them, in accordance with their duties and roles while having to handle many tasks in each different position and role of the cadre in question.

That also means that each person is assigned to take on many different "roles" and responsibilities, but when performing specific tasks in any role, it must be in accordance with the functions, duties, and powers of that role, must not "encroach", overlap, must not abuse power, and must fulfill all responsibilities and tasks in each role.

This is a deeply philosophical issue, because humans are the sum of social relationships, and in each role, that relationship requires "legitimate status" - an important doctrine of Confucianism.

“Knowing the lesson” means that each cadre must have a firm grasp of general guidelines, policies, laws, and clearly understand each content of the work they are doing, and have a firm grasp of the methods, processes, and ways of doing each job that their role entails. If a cadre does not “know the lesson,” he or she will not be able to do the job, will not be able to convince anyone, and may even lead to serious consequences.

“Right role” and “know your lesson” also have dialectical meanings. Each position and role that the cadre undertakes has different or complementary methods and approaches.

It is important that the officer correctly identifies the role and tasks and chooses the right content and methods to implement them in the most appropriate and effective way. At the same time, the officer needs to identify that each role he/she undertakes has its own organizational and operational principles, and must not be confused in the process of organization and implementation.

Correct and long-term guiding viewpoint

“Playing the role and knowing the lesson” is raising many issues that need to be pondered in current practice. In fact, there are many cadres, especially key cadres, heads of agencies and units who implement this viewpoint very well.

Many comrades were assigned to be both standing members of the Party Committee and key positions in the government and have performed their roles well.

In the role of the Party Committee, he actively worked with the Party Committee to lead, advise, and propose many policies, tasks, and solutions so that the Party Committee could unify leadership and implement them according to the Party Committee's working regulations; when performing the role of being in charge of an administrative position, he successfully "played the role" in the process of leading, implementing, and implementing the tasks set forth by the Party Committee using the tools that policies and laws allow for implementation in that role and according to the principles and working regulations of his agency or unit.

However, besides many comrades who have “played their roles and learned their lessons”, there are still some who have not performed properly. The results of inspections by inspection committees at all levels in recent times have pointed out a series of shortcomings and violations related to the implementation of the principle of democratic centralism, working regulations, laxity, and lack of responsibility in leadership and management, etc. One of the important causes of these shortcomings and violations is that cadres have not “played their roles and learned their lessons”.

In the role of head of the Party Committee, an issue that is under the collective authority to consider and decide should be brought to the collective Party Committee for discussion and decision according to the working regulations, but it is not brought to the Party Committee or it is brought but the principle of democratic centralism is not properly implemented, there is a lack of democratic discussion, imposing one's will as a leader, leading to arbitrariness, violating working regulations, the issue is decided incorrectly, not "ripe".

Therefore, if the same leader or manager takes on many "roles", it is sometimes easy to get confused, easily "encroach", easily fall into abuse of power, and violate principles, methods, and implementation processes.

Faced with the current requirements of innovation, organization and apparatus arrangement to be streamlined and operate effectively and efficiently, the role and responsibility of setting an example of the leader is very important.

Therefore, the "right role and right lesson" that General Secretary Nguyen Phu Trong once set forth during his lifetime is a correct and long-term guiding viewpoint, especially when at the same time the leader has to handle an urgent work issue in different roles and organizations.

I think that being alert and placing yourself in the roles of each organization that you are in charge of, corresponding to each of its own principles, mechanisms, and operating regulations, is a prerequisite to "playing the right role and knowing your lesson".
