(Fatherland) - There is no longer a promotion exam, the consideration of promotion of professional titles for preschool teachers, public primary and secondary school teachers and university preparatory teachers is carried out according to the provisions of Circular No. 13/2024/TT-BGDDT just issued by the Ministry of Education and Training.

Specifically, according to Circular No. 13/2024/TT-BGDDT stipulating standards and conditions for considering promotion of professional titles of preschool teachers, public general education teachers and university preparatory teachers, there are no longer regulations on standards and conditions for promotion exams because the Government has eliminated the form of promotion exams; there are no regulations on the content, form and determination of successful candidates in the promotion exam because the Government has specified in detail in Decree No. 85/2023/ND-CP.
The new circular also specifies the standards and conditions for registration for promotion to grade II and grade I for preschool teachers, general education teachers, and university preparatory teachers.
At the request of the Government, to ensure the requirement of improving the quality of the team, in addition to the standards and conditions prescribed in Clause 1, Article 32 of Decree No. 115/2020/ND-CP, which was amended and supplemented in Clause 16, Article 1 of Decree No. 85/2023/ND-CP, the Ministry of Education and Training stipulates the addition of a number of standards and conditions as follows:
Regarding the quality classification criteria during the working period: During the time holding the professional title of Grade III teacher and equivalent, there are 2 years (for preschool) and 3 years (for general education, university preparation) of work immediately before the year of consideration for promotion to the professional title with quality classified at the level of "Completing tasks well" or higher. During the time holding the professional title of Grade II teacher and equivalent, there are 5 years before the year of consideration for promotion to the professional title with quality classified at the level of "Completing tasks well" or higher, of which at least 2 years are classified at the level of "Completing tasks excellently".
According to the guidance of the Ministry of Home Affairs on determining the structure of professional titles of civil servants in Official Dispatch No. 64/BNV-CCVC dated January 5, 2024, for public service units that partially self-insure regular expenses and public service units whose regular expenses are guaranteed by the state budget, the maximum proportion of professional titles of grade I must not exceed 10%, the maximum proportion of professional titles of grade II and equivalent must not exceed 50%. Therefore, the criteria for quality classification in the Circular are consistent with the requirements on the structure of professional titles according to the guidance of the Ministry of Home Affairs, ensuring the selection of worthy teachers, whose contributions are recognized and who have made efforts to develop their careers during the time they hold the rank.
And regarding the emulation titles and commendation achievements in the standards, conditions of professional competence and skills to register for the consideration of grade I: These are the emulation titles and commendation achievements achieved during the time holding grade II. This regulation is to ensure that 01 emulation title and achievement cannot be used simultaneously in two times of promotion from grade III to grade II and from grade II to grade I; at the same time, to ensure that teachers continue to make efforts and strive throughout the time holding the grade.
Also according to Circular 13, specific regulations on determining the time to hold equivalent professional titles create favorable conditions for localities in calculating the time to hold the next lower rank when teachers register to participate in promotion to professional titles.
The provisions in Circular No. 13 stipulating standards and conditions for considering promotion of professional titles for public preschool and primary school teachers and university preparatory teachers will be an important legal basis for localities to continue implementing promotion of professional titles, ensuring the rights of teachers./.
