TPO - The Nhon - Hanoi Railway Station Metro Project has just been granted a system safety certificate by an international consultant to qualify for train operation. The investor said that this is an important legal document of the project and is also the reason why the project could not operate the elevated section at the end of June.
Speaking with Tien Phong reporter, Mr. Nguyen Ba Son, Deputy Head of Hanoi Urban Railway Management Board (MRB) said that on July 11, the Nhon - Hanoi Railway Station urban railway project was granted a system safety certificate by the French consulting consortium Apave - Bureau Veritas - Certifer (abbreviated as ABC Consulting) to be eligible to complete the next procedures and start running trains soon.
According to Mr. Son, this is an extremely important implementation and legal procedure of the project according to the provisions of Vietnamese law and international practice. According to the provisions of Vietnamese law (Circular 15 - Ministry of Transport), before urban railway projects come into operation, in addition to the contractor's consultancy, the investor's consultancy evaluates and accepts the project, the project must be evaluated and granted a safety certificate by an international consultant (working independently). "With this certificate, urban railway projects are eligible to go into commercial operation," said Mr. Son.

According to Mr. Son, currently, a number of urban railway projects in Vietnam, including projects that have come into operation, have been evaluated and accepted by independent consultant ABC. In fact, some projects have spent a whole year for independent consultants to work, evaluate and request adjustments to some technical issues.
With the Nhon - Hanoi Railway Station Metro project, ABC consultant came to work and assessed the safety of the system for several months, which was a great effort of the project (in completing and meeting technical standards and documents) as well as the active work of the consultant.
Commenting on why the elevated section of the project could not be put into commercial operation by June 30, Mr. Son said that according to the original plan, the independent consultant should have completed the system safety assessment by the end of April, but the consultant worked in more detail so it was extended until May 31 to complete.
The consultant extended the evaluation period by one month, leading to a meeting to unify and cross-evaluate among the consulting consortiums to issue the conclusion (system safety certificate) later than planned. Specifically, it was not until July 11 that the investor received the project safety certificate for the elevated section sent by consultant ABC. "This is the reason why the project cannot operate the elevated section before June 30 as planned," Mr. Son stated the reality.

Regarding the next operational time of the project, Mr. Son said that after receiving the safety certificate from the independent consultant, the investor will do the next steps to put the elevated section into commercial operation. This includes submitting the entire safety assessment file of the project system, including the safety certificate from consultant ABC, to the Vietnam Railway Authority for review and approval.
The next step is to invite the State Inspection Council to meet to evaluate, approve the technical documents, acceptance and operation scenario. "When the above steps are completed, the elevated section of the Nhon - Hanoi Railway Station Metro project will be eligible for commercial operation," said Mr. Son.

According to Mr. Son, these steps may only take a few weeks, or even longer, depending on the work schedules of the two agencies to which the investor submits the documents.
Regarding the preparation for putting the elevated trains into operation, Mr. Son said that both the MRB Board and the receiving and operating unit, Hanoi Metro Company, are ready.
Specifically, on the investor’s side, the trains have been tested according to 57 scenarios that were built safely. “In addition, the investor has provided professional guidance and training to 353 employees of the operating company, Hanoi Metro, to be ready to receive and operate the trains on the elevated section when they are put into commercial operation,” Mr. Son informed.
The Nhon - Hanoi Railway Station urban railway project is 12.5 km long, of which the elevated section (Nhon - Cau Giay) is 8.5 km long and the underground section (Cau Giay - Hanoi Railway Station) is 4 km long. The project started in 2010, after several missed deadlines, the elevated section of the project is scheduled to be commercially operational in 2024.
