Meta and Spotify criticize Europe's AI regulations

Europe “has more open source developers than the US,” according to the two CEOs, and is well-positioned to ride the wave of open source AI. However, they argue that Europe’s fragmented regulatory structure, with inconsistent enforcement, is stifling innovation and making it difficult for developers.

They stressed that the tech industry in Europe is facing “overlapping regulations and inconsistent guidance” rather than clear rules. A simpler regulatory framework would not only promote the development of open-source AI, but also support developers and the broader innovation ecosystem in Europe.

Ireland's privacy regulator in June ordered Meta not to launch its AI models in Europe for the time being, after the company was asked to delay plans to use data from Facebook and Instagram users. Under current regulations, Meta will not be able to launch upcoming AI models like Llama multimodal, a model capable of understanding images, in Europe.

This means Europeans will have to use AI that is “built for others,” the CEOs said. Spotify also emphasized that investing early in AI to create personalized experiences for users has helped the streaming service succeed.
