Attending the ceremony were Politburo members: General Luong Cuong, Standing member of the Secretariat; Le Minh Hung, Secretary of the Party Central Committee, Head of the Central Organization Commission; General Phan Van Giang, Deputy Secretary of the Central Military Commission, Minister of National Defense.
Also attending were members of the Party Central Committee; leaders of many central agencies, ministries, departments and branches.
On June 1, 2024, President To Lam signed a decision to appoint Senior Lieutenant General Trinh Van Quyet, member of the Party Central Committee, member of the Central Military Commission, Deputy Director of the General Department of Politics of the Vietnam People's Army, to hold the position of Director of the General Department of Politics of the Vietnam People's Army.
At the ceremony, President To Lam affirmed that comrade Trinh Van Quyet is an excellent cadre of the Party, State and Army, who has received basic training, been trained and tested through many leadership and command positions at all levels in the Army. In all positions, he has always demonstrated steadfast and firm political will, pure revolutionary ethics, a sense of responsibility and working capacity, and successfully completed all assigned duties and tasks. Receiving the appointment decision today is a great honor for comrade Trinh Van Quyet, a shared joy for the Central Military Commission, the Ministry of National Defense, the General Department of Politics of the Vietnam People's Army and the People's Armed Forces. At the same time, it demonstrates the trust and concern of the Party, State and people for the Army and the People's Armed Forces; the recognition and appreciation of comrade Trinh Van Quyet's contributions and dedication to Party work and political work in the Army over the past years.

The President stated: “The cause of building and defending the socialist Fatherland is facing a very glorious future, but it also faces many difficulties and challenges. In the world, peace, cooperation and development are still the major trends, but the situation continues to evolve in a complicated manner, with many factors that are potentially destabilizing and difficult to predict. Hostile and reactionary forces are vigorously implementing the strategy of ‘peaceful evolution’ to eliminate the leadership role of the Party and the socialist regime in our country, plotting to depoliticize the people's armed forces.”
According to President To Lam, the task of building and defending the Fatherland, in addition to very basic advantages, is facing new, more difficult and complicated challenges, requiring the Vietnam People's Army in particular and the people's armed forces in general to focus on unifying ideology and action; constantly improving overall quality and combat strength, worthy of being a loyal and trustworthy political and combat force of the Party, State and people.
Building the Vietnam People's Army to truly be the core force to firmly protect the independence, sovereignty, unity, and sacred territorial integrity of the Fatherland, to protect the Party, State, people, and socialist regime, and not to be passive or surprised in any situation.
On behalf of the Party and State leaders, the President requested comrade Trinh Van Quyet to continue to promote the glorious tradition of the General Department of Politics and the heroic Vietnam People's Army, maintain revolutionary ethics, be absolutely loyal to the Party, the Fatherland and the people, wholeheartedly serve the Fatherland and the people, always study and follow the ideology, morality and style of President Ho Chi Minh; strive to be a worthy leader, excellently complete all assigned tasks, and actively contribute to the cause of building and defending the Fatherland in the new situation.
Together with comrades in the Central Military Commission, the General Department of Politics of the Vietnam People's Army is proactive, sensitive, and has a firm grasp of the situation in all aspects to advise the Party and State to lead the successful implementation of military and defense tasks according to the Resolution of the 13th National Party Congress, the Resolution of the 11th Party Congress of the Army, building an all-people national defense, an all-people national defense posture associated with an increasingly strong people's security posture; building a revolutionary, disciplined, elite, and gradually modern Vietnam People's Army, creating a solid foundation, striving to build a modern Army by 2030; worthy of the trust and responsibility entrusted by the Party, State, and people.
President To Lam noted that comrade Trinh Van Quyet, together with the leaders of the General Department of Politics, should actively take care of building party committees, party organizations, and the People's Army to be truly clean and strong, associated with building a comprehensively strong "exemplary and typical" unit. Pay attention to educating, training, fostering, and training officers and soldiers in the entire army in the near future in terms of human resources according to the motto "people first, guns later"; exemplary in political qualities, ethics, organization, discipline, scientific knowledge, and military level, having good health, ready to receive and excellently complete all assigned tasks.
Building a contingent of military cadres in the spirit that General Secretary Nguyen Phu Trong emphasized at the 6th Central Military Commission Conference, which is: daring to think, daring to speak, daring to do, daring to take responsibility, daring to innovate, daring to face difficulties and challenges, daring to act for the common good; worthy of continuing the tradition of the heroic Vietnam People's Army and the sacred, noble title "Uncle Ho's Soldiers" in the new era.
At the ceremony, Senior Lieutenant General Trinh Van Quyet expressed his honor to receive the decision to appoint him to the position of Director of the General Department of Politics of the Vietnam People's Army on behalf of the Party and State leaders, affirming that this is not only an honor and pride but also a new and extremely heavy responsibility that the Party, State, Army and people trust and entrust.
At the same time, he expressed his deep gratitude for the attention, leadership, education and training of the Party and State, directly from the Central Military Commission and the leaders of the Ministry of National Defense; the support of central ministries, branches and sectors; localities, people nationwide and officers and soldiers of the entire army over the past years.
Comrade Trinh Van Quyet promised to: thoroughly grasp the President's direction; be absolutely loyal to the Party, the Fatherland and the people; together with the Central Military Commission, the leadership of the Ministry of National Defense and the General Department of Politics, proactively study and advise the Party Central Committee, the State and the Government to direct the good implementation of military and national defense tasks, contributing to the successful implementation of the task of building and protecting the socialist Fatherland in the new situation.
