Regarding the implementation of adjustment of Component Project 1, Bien Hoa - Vung Tau Expressway Project Phase 1, Dong Nai Provincial People's Committee assigned the Provincial Construction Investment Project Management Board to urgently review and prepare project adjustment documents.

At the same time, assign the Project Management Board of Region 5 to urgently review and prepare documents to adjust the Sub-project Compensation and Resettlement Support of Component 2 of the Bien Hoa - Vung Tau Expressway Project Phase 1 for appraisal and approval according to regulations as a basis for implementation and speeding up the project implementation progress according to the direction of the Prime Minister . Including compensation and site clearance to build an overpass at the intersection between the Bien Hoa - Vung Tau Expressway and Provincial Road 770B.

The Provincial People's Committee assigned the Department of Finance to review and balance the budget to advise the Provincial People's Committee on capital allocation to ensure project progress. The Department of Construction monitored the progress of Project Component 1, Bien Hoa - Vung Tau Expressway Project Phase 1 to guide the investor to implement according to regulations.

Previously, on June 27, 2025, the National Assembly issued Resolution No. 221/2025/QH15 on adjusting the investment policy of the Bien Hoa - Vung Tau Expressway Project, Phase 1. The total preliminary investment of the project was adjusted to more than VND 21.5 trillion, an increase of more than VND 3.7 trillion compared to the total preliminary investment approved in Resolution No. 59/2022/QH15 (dated June 16, 2022) of the National Assembly on the investment policy of the Bien Hoa - Vung Tau Expressway Construction Investment Project, Phase 1. When adjusting the project, the local budget capital of Dong Nai province participating in the project was VND 2,969 billion, an increase of VND 369 billion compared to the capital approved in Resolution No. 59.

In Resolution No. 221, the National Assembly approved the preliminary adjustment of the total investment, preliminary compensation, support and resettlement costs of the project's component projects. Specifically, Component Project 1 implemented by Dong Nai province has a total investment of nearly 6.7 trillion VND, preliminary compensation, support and resettlement costs of nearly 3.5 trillion VND.

Component 2 Project, with the Ministry of Construction carrying out construction and installation work, and Dong Nai province carrying out site clearance work, has a total investment of more than 7.6 trillion VND, with preliminary compensation, support and resettlement costs of more than 2.3 trillion VND.
