Nghe An is a province that shares a border with Laos, including Xieng Khouang province. Promoting the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, in recent times, Nghe An province has continued to strengthen and promote cooperation activities with provinces of the People's Democratic Republic, including Xieng Khouang province - a border province and also a sister province of Nghe An province.

In 2023, the working delegation of Nghe An province led by the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee attended the High-level Talks and signed the Minutes of Cooperation for the period 2023-2025 between the two provinces with many important contents, which are the orientation for cooperation activities in all fields of the two provinces in the coming period.

The two sides have coordinated well in border management and protection, ensuring security and order, and fighting and preventing all kinds of crimes. Investment and development support activities have been actively implemented, in which the most prominent is the Xieng Khouang Provincial Friendship Hospital investment project which was completed and put into use on May 17, 2023.

The two provinces have also increased development support activities, infrastructure construction projects, transportation, economic and trade development; always created conditions for localities and people on both sides of the border to meet, exchange, trade goods, and conduct commercial transactions to strengthen friendly neighborly relations, and at the same time, support each other for mutual development. Investment, production and business activities of Nghe An enterprises in Xieng Khouang province have also continued to be maintained.

In particular, Nghe An province always focuses on increasing support for human resource training for Xieng Khouang province. In the 2023-2024 school year, it will receive and train a total of 50 international students from Xieng Khouang province.

The two provinces have also coordinated to promote the role and relationship of 11 pairs of villages and 4 pairs of twin border posts, contributing to strengthening the special solidarity between the people and border protection forces of the two sides; cooperated to implement the Agreement on resolving the issue of spontaneous migration and unregistered marriages in the border areas of the two countries.

Comrade Bun-hom Thet-tha-ni - Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the People's Council of Xieng Khouang province expressed his joy when visiting and wishing Nghe An province a Happy New Year on the occasion of the traditional Vietnamese New Year.

He congratulated the great achievements of the Party Committee, Government and people of all ethnic groups in Nghe An province in 2023, and expressed his belief that in 2024, Nghe An province will continue to have new developments and people's lives will continue to improve.

The Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the People's Council of Xieng Khouang province also proposed that the two provinces continue to effectively implement the Memorandum of Cooperation for the 2023-2025 period, bringing more practical results in all fields.

On the occasion of preparing to welcome the Lunar New Year 2024, Comrade Bun-hom Thet-tha-ni sent New Year greetings from Xieng Khouang provincial leaders to the Party Committee, Government, Armed Forces, and People of Nghe An province; wishing the relationship between Laos and Vietnam in general, Xieng Khouang - Nghe An in particular, to be forever green and sustainable.

The Vice Chairman of Nghe An Provincial People's Committee expressed his delight at the socio-economic, defense and security achievements of Xieng Khouang province in 2023, as well as the increasingly deep and practical development of the friendly and cooperative relationship between the two provinces.

Vice Chairman of Nghe An Provincial People's Committee Bui Dinh Long emphasized: Cooperation activities between the two provinces demonstrate economic and foreign relations are very much in line with the set goals.

Informing the high-ranking delegation of Xieng Khouang province about some key features of the province's socio-economic situation in 2023 and major development orientations, Vice Chairman of Nghe An Provincial People's Committee Bui Dinh Long also believed that the cooperative relationship between the two provinces would further develop in all fields, including socio-economic development in localities of the two provinces along the border.
