Lai Chau: Groundbreaking and inauguration ceremony of projects and works to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam

At the Groundbreaking Ceremony of the Phong Tho Primary and Secondary Boarding School for Ethnic Minorities Project , on behalf of Lai Chau province, there were comrades: Giang Pao My - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Standing Committee of the Provincial Party Committee, Standing Committee of the Provincial People's Council, Provincial People's Committee; representatives of the leaders of departments, branches, armed forces of the province; Standing Committee of the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of Phong Tho commune; representatives of villages, hamlets, together with cadres, teachers, students and people of Phong Tho commune.

In order to continue to ensure the right to education of children in border areas, create favorable conditions for ethnic minority students to have the best learning environment; at the same time, contribute to strengthening national security and defense, social stability in border areas. After a period of preparation, investment procedures, with the attention and direction of the Government , central ministries and branches, and close direction of the Provincial Party Committee and People's Committee of Lai Chau province. Up to now, the procedures have been fully implemented according to regulations to organize the Groundbreaking Ceremony of the Investment Project to build Phong Tho Primary and Secondary Boarding School for Ethnic Minorities.

The investment project to build Phong Tho Primary and Secondary Boarding School for Ethnic Minorities aims to ensure synchronous facilities for schools and classrooms for about 1,000 primary and secondary school students in Phong Tho commune (out of a total demand of 4,600 students); gradually improve the quality of comprehensive education for ethnic minority students in Phong Tho commune. The planned area of the site is 4.5 ha to 5 ha; The scale of investment is synchronous and complete for a 2-level school, including the following items: Headmaster's office, 30-room classroom building, subject classrooms, dormitory, 3 kitchens, dining room, living area, playground, gym, sports area, teachers' office building, multi-purpose house, swimming pool, auxiliary items, equipment and construction with synchronous and complete investment with a total investment of 199,682 billion VND from the capital of the Vietnam National Energy - Industry Group and other capital sources. The project will start construction on the occasion of the 80th Anniversary of the August Revolution and National Day September 2 (2025) and be completed before August 30, 2026.

Speaking at the commitment to accompany, comrade Tran Quang Dung - Standing Deputy Secretary of the Party Committee of the Vietnam National Energy Industry Group expressed his excitement to attend this solemn ceremony and emphasized that the project has great significance, which is the Party's meaning, the people's love, the care and concern of the Party and State for the ethnic people in the border areas. Especially paying attention to the development of the young generation, so that tomorrow they will be the owners, the ones who bring the country and the nation into a new era, the era of national development. He hoped that the project would promote its value and effectiveness in education and training and committed that the Group would be responsible for implementing the funding to support and assist in the implementation of the Project.

Speaking at the ceremony, comrade Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee expressed his thanks to the Vietnam National Energy and Industry Group, comrades Tran Quang Dung and Do Chi Thanh and the working delegation for their special affection and dedication to the education cause in the border area and affirmed that this is a clear demonstration of the fine tradition of "Mutual Love" of our nation.

The Chairman of Lai Chau Provincial People's Committee affirmed that the province will pay attention to using the project for the right purpose, maximizing the effectiveness of the project, building a team of managers and teachers to ensure quality to meet the requirements of teaching and learning. At the same time, organizing educational activities suitable to the characteristics of the locality, reflecting the cultural identity of ethnic groups in the border areas. All activities in the school are aimed at building a quality, safe, friendly educational environment and encouraging the comprehensive development of students. He hopes that the Project will be the starting point for a long-term, sustainable cooperative relationship between the Vietnam National Energy Industry Group and Lai Chau province; At the same time, we believe that with the dedicated investment of the Vietnam National Energy Industry Group, the support of all levels, sectors and the solidarity of the people, the Project will soon be completed and put into effective operation, contributing significantly to the education cause in particular and the socio-economic development of Lai Chau province in general.

At the Ceremony, leaders, delegates, teachers, students and people watched live the inauguration and groundbreaking ceremony of projects and works to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) broadcast live on Vietnam Television.

Also at the Ceremony, together with delegates from 79 connecting points, provincial leaders and delegates performed the Groundbreaking Ceremony to start the construction of the Phong Tho Primary and Secondary Boarding School for Ethnic Minorities to celebrate the 80th Anniversary of the National Day of the Socialist Republic of Vietnam.

In the 2025-2026 school year, Lai Chau Provincial Boarding High School for Ethnic Minorities will have 12 classrooms and 420 students; by 2028-2029, the school will have 15 classrooms and 525 students. Currently, the school has 14 classrooms, 50 dormitories, and is still lacking 8 subject classrooms, a multi-purpose room, and dormitories for 140 students.

The Lai Chau Provincial Boarding High School for Ethnic Minorities project was started with the aim of investing in the construction of boarding houses to complete the facilities, meet the teaching requirements according to the 2018 general education program, meet the needs of facilities and equipment to serve the needs of eating, living and working for students; improve the quality of comprehensive education, create favorable conditions for students studying at the school to study and live in a safe environment.

Regarding the content and construction scale of the Project, it includes: 18-room student dormitory; 3-storey grade III house; reinforced concrete frame house; synchronous investment in accommodation equipment, kitchen area, closed toilet area by floor with a total estimated investment of 10 billion VND; implementation time in 2025.

The investment project to build a dormitory for Lai Chau Provincial Ethnic Minority Boarding High School is one of 250 projects and works nationwide to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025). The project has an investment of 10 billion VND sponsored by the Vietnam National Coal - Mineral Industries Group.

At the ceremony, comrade Le Thanh Xuan - Member of the Presidium of the Vietnam General Confederation of Labor, Chairman of the Vietnam Coal and Mineral Industries Trade Union presented a symbolic plaque of support of 10 billion VND to comrade Tong Thanh Hai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Lai Chau Provincial People's Committee.

Within the framework of the Ceremony, the delegates conducted the Groundbreaking Ceremony of the Investment Project to build a boarding house for the Lai Chau Provincial Ethnic Boarding High School.
