At the 27th Session, the National Assembly Standing Committee gave opinions on the preparation contents for the 6th session of the 15th National Assembly.

The 6th session of the 15th National Assembly will open on October 23, with a total duration of 22 working days, conducted in 2 phases: phase 1, from October 23 to November 10, 2023; phase 2, from November 20 to November 28, 2023. The 6th session will be held in the form of a centralized meeting at the National Assembly House.

At this session, the National Assembly will consider and pass 9 draft laws, 1 resolution, and give opinions on 8 draft laws; consider socio-economic issues and the State budget; conduct supreme supervision; question and answer questions. In particular, the National Assembly will conduct a vote of confidence for 44 people holding positions elected or approved by the National Assembly.

Expected to pass 9 draft laws, 1 draft resolution

It is expected that at this session, the National Assembly will consider and pass 9 draft laws including: Land Law (amended); Real Estate Business Law (amended); Housing Law (amended); Water Resources Law (amended); Telecommunications Law (amended); Law on Management and Protection of National Defense Works and Military Zones; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Identity Law; Law on Credit Institutions (amended). The National Assembly will also consider and pass 1 draft resolution: Resolution on piloting a number of mechanisms and policies to remove obstacles stipulated in a number of laws related to investment in the construction of road traffic works.

In addition, the National Assembly will consider and comment on eight draft laws, including: Law on Social Insurance (amended); Law on Archives (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Roads; Law on Road Traffic Order and Safety; Law on the Capital (amended); Law on Organization of People's Courts (amended); Law on Amendments and Supplements to a Number of Articles of the Law on Property Auction.

Review and decide on socio-economic issues

The National Assembly will evaluate the results of the implementation of the socio-economic development plan and the State budget in 2023 and consider and decide on the socio-economic development plan, the State budget estimate, and the central budget allocation plan in 2024 (including reviewing the implementation of the State budget public investment plan in 2023 and deciding on the State budget public investment plan in 2024; reviewing the 3-year State budget and financial plan for 2024-2026).

The first national conference to implement laws and resolutions of the 15th National Assembly.

Review mid-term assessment reports: results of implementation of 5-year plans for the period 2021 - 2025 on socio-economic development, economic restructuring, medium-term public investment, national finance and borrowing and public debt repayment.

Thematic monitoring of the implementation of national target programs

In addition, the National Assembly will also review reports on judicial work, including: Report of the Chief Justice of the Supreme People's Court on the work of the People's Court; Report of the Chief Prosecutor of the Supreme People's Procuracy (including the results of citizen reception, settlement of complaints and denunciations of the People's Court and the People's Procuracy according to the provisions of law on litigation and the implementation of Resolution No. 96/2019/QH14, the implementation of Resolution No. 33/2021/QH15); reports of the Government on: anti-corruption work, crime and law violation prevention and control, execution of judgments in 2023 (including the content on management, execution of temporary detention, temporary imprisonment and the implementation of Resolution No. 96/2019/QH14).

Regarding supervision work, the National Assembly will also question and answer questions from National Assembly deputies on the responsibilities of Government members and sector heads in implementing a number of resolutions of the 14th National Assembly on thematic supervision and questioning, and resolutions of the National Assembly on thematic supervision and questioning from the beginning of the 15th term to the end of the 4th session.

At the same time, conduct thematic supervision on "Implementation of the National Assembly's Resolutions on National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period".

According to the agenda, at this 6th Session, the Central Committee of the Vietnam Fatherland Front will report on the synthesis of opinions and recommendations of voters and people sent to the 6th Session of the 15th National Assembly. The National Assembly will consider and decide on the adjustment of a number of contents of Resolution 53/2017/QH14 dated November 24, 2017 of the National Assembly on the Feasibility Study Report of the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport; consider the Report of the National Assembly Standing Committee on the results of the supervision of the settlement of voters' recommendations sent to the 5th Session of the 15th National Assembly; consider the results of citizen reception, handling of petitions, complaints and denunciations of citizens in 2023; Review the report on the results of reviewing the system of legal documents according to the provisions of Resolution No. 101/2023/QH15 on the 5th Session, 15th National Assembly.

Vote of confidence for people holding positions elected or approved by the National Assembly

A special task at this session is that the National Assembly will conduct a vote of confidence for those holding positions elected or approved by the National Assembly. The National Assembly is expected to spend 1.5 days on the vote. The National Assembly will conduct a vote of confidence for 44/49 positions.

The provincial National Assembly delegation met with voters of Ha Tinh city before the 6th session of the 15th National Assembly.

Of which, 44 positions are subject to a vote of confidence, including: Vice President; Chairman of the National Assembly, Vice Chairman of the National Assembly, Member of the National Assembly Standing Committee, Chairman of the Nationalities Council, Chairman of the National Assembly Committee; Prime Minister, Deputy Prime Minister, Minister, Head of ministerial-level agency; Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, State Auditor General.

There are 5 cases that will not be subject to a vote of confidence this time because they were newly elected and approved by the National Assembly in 2023, including: President Vo Van Thuong, Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Tran Luu Quang, Minister of Natural Resources and Environment Dang Quoc Khanh and Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh.

The meeting has a large volume of work, reviewing and deciding on many important contents.

The 6th session marks the mid-term milestone, which is important in assessing the implementation of the 5-year and annual plans. The session has a large amount of work, reviewing and deciding on important issues regarding law-making, supervision as well as deciding on many important issues of the country. During this session, the National Assembly carries out the important task of taking a vote of confidence for the person holding the position elected or approved by the National Assembly.

In particular, the content of the questions and answers in this session is different, as the National Assembly will focus on reviewing the implementation of commitments by ministers and heads of sectors, as well as the implementation of the National Assembly's resolutions on thematic supervision of the 14th National Assembly term and from the beginning of the 15th National Assembly term to the present. Therefore, the content of the questions is very broad, covering many issues and aspects of economic and social life.

Deputy Head of the Provincial National Assembly Delegation Tran Dinh Gia and Director of the Provincial Social Insurance Nguyen Van Dong chaired the conference to collect comments on the draft Law on Social Insurance (amended).

To successfully participate in the 6th session of the 15th National Assembly, the Ha Tinh National Assembly Delegation and National Assembly deputies met with voters in localities, organized written feedback, coordinated the organization of law-making conferences, focused on carefully studying documents, consulting with experts, grasping the actual situation to improve the quality of speech content, focusing on analyzing, evaluating, and recommending practical solutions for the benefit of the people, contributing to improving the quality and effectiveness of the session.
