Opening the working session, comrade Le Van Kien, member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee presented a Report on synthesizing voters' opinions and recommendations before the regular mid-year session of 2024, the 15th Provincial People's Council.

According to the report, from June 13 to 18, 2024, the Standing Committee of the Vietnam Fatherland Front Committee at all levels coordinated and organized meetings with voters and delegates of the Provincial People's Council, term XV, 2021-2026, at 13 locations, with more than 2,500 voters attending and 78 voters expressing their opinions, reflecting the thoughts and aspirations of the people. Through synthesis, there were 31 opinions and recommendations of voters under the jurisdiction of the province, belonging to 3 groups of issues: Investment, basic construction, transportation; Land, resources, environment; Culture, tourism, health, education, social policies.

Next, Comrade Hoang Van Kien, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council presented the Report on the implementation results of the 2023 Supervision Program of the Provincial People's Council, the Standing Committee of the Provincial People's Council and the submission on the Supervision Program of the Ninh Binh Provincial People's Council in 2025.

In 2023, the Provincial People's Council and the Standing Committee of the Provincial People's Council organized and implemented the Basic Supervision Program to ensure the content and time as prescribed. Supervision activities were organized regularly and continuously at the 15th and 17th sessions of the 15th Provincial People's Council and between the two sessions. The supervision contents were major and important issues that were of interest to a large number of voters and people. After supervision, questioning and explanation, many contents were actively directed by the Provincial People's Committee.

Next, the Provincial People's Council listened to Comrade Dang Thai Son, Member of the Provincial People's Committee, Director of the Department of Finance, present the reports on: Approval of the land price adjustment coefficient in 2024 in Ninh Binh province; on the issuance of a Resolution stipulating the authority to decide on the procurement of assets for science and technology tasks using the state budget for funding sources under the management of Ninh Binh province; procurement of goods and services using science and technology funding sources under the management of Ninh Binh province; on the issuance of a Resolution stipulating the level of expenses for reception, visits and congratulations for a number of subjects implemented by the Vietnam Fatherland Front Committees at all levels in Ninh Binh province; on the issuance of a Resolution supplementing the provincial budget target in 2024 for districts and cities to implement regimes, policies, target programs and tasks (phase 3).

Comrade Dinh Thi Thuy Ngan, Member of the Provincial Party Committee, Member of the Provincial People's Committee, Director of the Department of Planning and Investment presented the following reports: on the allocation of the 2024 public investment plan using provincial budget capital (phase 5); a group of Resolutions on approving and adjusting investment policies for public investment projects.

Comrade Nguyen Thanh Thuy, Member of the Provincial People's Committee, Director of the Department of Natural Resources and Environment, presented reports on the proposal to approve the list of projects requiring land acquisition in Ninh Binh province in 2024 and the list of land use conversion for rice cultivation to implement works and projects in Ninh Binh province in 2024.

Next, Comrade Nguyen Van Dinh, Head of the Economic-Budget Committee of the Provincial People's Council presented the Report on the results of the examination of the above reports and submissions. The Economic-Budget Committee of the Provincial People's Council basically agreed with the content of the reports and submissions; at the same time, commented on the content of the draft resolutions such as supplementing the enforcement effect, amending some words to ensure strictness... The Economic-Budget Committee of the Provincial People's Council affirmed that the issuance of the resolutions was necessary, in accordance with the provisions of current laws and within the authority, and requested the Provincial People's Council to consider and decide.

The Provincial People's Council listened to Comrade Pham Thi Phuong Hanh, Member of the Provincial Party Committee, Member of the Provincial People's Committee, Director of the Department of Health, present the Proposal on the issuance of a Resolution on Regulations on a number of support policies for collectives and individuals who perform well in population work in Ninh Binh province.

According to the proposal, the village level will be supported with 1.8 million VND when achieving 3 consecutive years without a third or more child and 3.6 million VND when achieving 5 consecutive years; the commune level will be supported with 9 million VND when achieving 3 consecutive years without a third or more child and 14.4 million VND when achieving 5 consecutive years.

Communes with 100% of villages having content on controlling gender imbalance at birth in the village covenant and convention will receive a one-time support of 9 million VND; communes with 100% of elderly people having health insurance cards, health monitoring records, receiving periodic health check-ups at least once a year and having an effectively operating elderly health care club will receive a one-time support of 9 million VND.

Population collaborators are supported with 540 thousand VND/person/year when meeting specific conditions.

Comrade Nguyen Manh Cuong, Member of the Provincial People's Committee, Director of the Department of Culture and Sports presented the Proposal on the proposal to issue a Resolution naming the public work Ninh Binh Provincial Central Cultural House.

According to the report, based on the legal regulations of the State, the current status of the project and the actual conditions, the Provincial People's Committee plans to name the Ninh Binh Provincial Central Cultural House "Pham Thi Tran Theater". The meaning of the name is that Ninh Binh province is considered one of the "cradles" of Cheo singing art, associated with the legend of the origin of Cheo singing and the ancestor U Ba Pham Thi Tran.

Naming the public work of Ninh Binh Provincial Central Cultural House as Pham Thi Tran Theater will affirm the value, stature and role of the work in the cultural and spiritual life of the people in the province; at the same time, it is a practical and concrete action to show gratitude and honor to Madam Pham Thi Tran - the person who created the Cheo stage art form; to propagate and educate generations to preserve and promote the traditional cultural values ​​of the nation.

After that, Comrade Le Thu Ha, Head of the Provincial People's Council's Culture and Social Committee, presented the Report on the results of the review. Accordingly, the Provincial People's Council's Culture and Social Committee believes that the issuance of the resolutions is necessary and within its authority.

Next, comrade Dinh Cong Toan, member of the Provincial Party Committee, member of the Provincial People's Committee, Director of the Department of Home Affairs presented the Proposal on the issuance of a Resolution on support policies for cadres, civil servants, public employees, and workers of agencies, organizations, and units at the district level and cadres, civil servants at the commune level, and non-professional workers at the commune level, in villages, and residential groups who are redundant due to the rearrangement of administrative units at the district and commune levels in Ninh Binh province.

In the afternoon session, the Provincial People's Council listened to the Report on the results of the examination presented by the Head of the Provincial People's Council's Legal Committee, Pham Hong Thai. Accordingly, the issuance of the above resolution ensures legal basis and proper authority; the dossier, process and order are strictly ensured, requesting the Provincial People's Council to consider and decide.
