Do not let administrative unit arrangement cause "gaps" in disaster prevention and control

There is no need to repeat how catastrophic natural disasters are. Yet there are still groups and individuals who are not fully aware of their dangers to take appropriate action.

Reports and discussions at the conference showed that the work of natural disaster prevention, control, search and rescue and civil defense in recent times still revealed shortcomings and limitations that have not been completely resolved. It emerged that some local authorities have a subjective and negligent mentality, not paying due attention to prevention work, leading to insufficient allocation of people, materials and means; and a lack of initiative in responding to incidents...

These are worrying inconsistencies in what are otherwise normal times.

Currently, we are focusing very much on restructuring the apparatus, dissolving district-level governments, and merging communes to establish new administrative units. At this time, there are many concerns arising from the subjective mentality and negligent attitude of a number of commune-level and district-level cadres, especially those who are assigned to perform tasks that require quick response. Among them, if there is negligence or a “gap” in disaster prevention and control work, the consequences will be unpredictable.

According to hydrometeorological forecasting agencies, natural disasters in the coming time will continue to be complicated and extremely unpredictable. This weekend, the Northern and North Central regions will have to face a heavy rain, possibly up to 250 mm, rising river water, flash floods.

To prevent natural disasters from becoming catastrophes, one of the urgent requirements is not to allow the merger of communes and wards, or the dissolution of districts to lead to a “gap” in the command and management of natural disaster prevention and control. Instead, it must be clearly defined that this is a top priority, urgent and pressing political task.

Looking further, after completing the organization of two-level local government, commune-level government must urgently improve the organization, apparatus and operation of the advisory agency, command and control of natural disaster prevention and control, search and rescue and civil defense of the locality, ensuring compliance with regulations and maintaining stability, enhancing proactiveness, especially mobilizing the participation of the entire political system and the entire community. There is no longer a district-level natural disaster prevention and control agency, but it does not affect natural disaster prevention and control, because everything will be proactive and strong right from the grassroots.
