Control revenue and expenditure activities, boarding meals
In the upcoming 2024-2025 school year, many parents are concerned about revenue and expenditure, organizing joint learning, paying funds, and the quality of boarding meals...
In recent years, Ho Chi Minh City has done a good job of controlling revenue and expenditure, however, there are still some sources of revenue and expenditure that cause frustration. A typical example is the story of the 310 million VND class fund of Hong Ha Primary School in the 2023-2024 school year.
Responding to a question from Dan Tri reporter about revenue and expenditure management in the coming school year, Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that the Ho Chi Minh City People's Council has issued a resolution approving 9 revenue items at the beginning of the year. Educational institutions will base on this norm to build appropriate revenue levels in accordance with regulations.
The collection levels are regulated by the Ho Chi Minh City People's Council in the 2024-2025 school year (Synthesized by: Huyen Nguyen).
For items not specified in the resolution, the Department of Education and Training of Ho Chi Minh City is seeking comments from districts, then coordinating with the Department of Finance to develop guidelines for educational institutions to implement consistently. This content also helps parents monitor the implementation of schools.
At the same time, the Department directed to strengthen inspection, examination and supervision of revenue and expenditure, and management of facilities at the beginning of the school year at affiliated educational institutions according to management decentralization, promptly correcting the situation of collecting illegal fees.
"Educational institutions need to comply with regulations and must have the consent of parents. The Department will receive all feedback from the press and parents to promptly adjust and remind (if there are violations)," said Mr. Nguyen Quoc Bao, emphasizing that the regulation does not allow collecting class funds.
Along with that, the issue of food safety in schools is a top priority. A new feature of this school year is that the fee for meals will be collected according to the agreement between the school and parents. Many parents continue to express concerns about both the quantity and quality of meals.

The deputy director of the department said that the leaders of the Ho Chi Minh City People's Committee have directed the Department of Education and Training to coordinate with the Department of Food Safety to more drastically implement the work of ensuring food hygiene and safety in schools. In the near future, the department will conduct surprise inspections of student meals in schools to ensure food safety in educational institutions.
Strengthening facilities
In the 2024-2025 school year, Ho Chi Minh City will have about 1.7 million students, an increase of more than 24,000 children compared to last year. The number of students increased significantly at the high school level due to the gap between 12th graders graduating and 9th graders graduating to 10th grade.
However, the leader of the Department of Education and Training of Ho Chi Minh City, Nguyen Bao Quoc, affirmed that he will still ensure that 100% of children living in the area have enough places to study.
According to the Department of Education and Training, it is expected that 23 projects with 476 new classrooms will be put into use in 2024. Of these, the number of additional classrooms will be 412.
The recruitment demand for the 2024-2025 school year (as of July 2024) includes 3,522 teachers. Of which, 79 are specialized teachers, 649 are preschool teachers, 1,243 are primary school teachers, 1,151 are secondary school teachers and 720 are staff at all levels.
The first round of recruitment of civil servants of the department has 337 positions (including 263 teachers and 74 staff). As a result, 279 candidates were selected (including 253 teachers and 44 staff). Currently, candidates are completing their recruitment documents according to regulations.
However, the recruitment source has not met the demand for the positions of English teachers (primary), IT, fine arts, music, technology and some staff positions.
