Accordingly, in Official Dispatch No. 12806/UBND-NNMT on "Continuing to promote the implementation of the National Target Program (NTP) on New Rural Development and Sustainable Poverty Reduction", the Chairman of the Provincial People's Committee requested departments, branches, People's Committees of communes and wards, on the basis of assigned functions, tasks and powers, to well implement a number of specific tasks as follows:

Urgently establish a Steering Committee for the implementation of the National Target Programs at the commune level to ensure uninterrupted direction of the implementation of the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 (hereinafter referred to as the 2 Programs) from now until the end of 2025; stabilize the staff and apparatus for the work of building new rural areas and sustainable poverty reduction in a professional and effective manner to continue performing the tasks in the coming time.

Continue to accelerate the disbursement of assigned state budget capital sources , strive to complete the disbursement plan for public investment capital and career capital to implement the 2 Programs in 2025 according to regulations.

Continue to implement 2 emulation movements launched by the Prime Minister : the movement "The whole country joins hands to build new rural areas" and the movement "For the poor - no one is left behind" in the province.

Fully carry out regular inspection and supervision work; promptly grasp and immediately resolve difficulties and problems in the implementation process; proactively detect, prevent and strictly handle violations, negativity and waste in the process of organizing the implementation of the 2 Programs.

To the Department of Finance:

Based on the Resolutions of the Provincial People's Council and the Decision of the Provincial People's Committee on adjusting the budget for implementing the 2 Programs, the chair and relevant units shall promptly notify detailed capital as a basis for localities and units to organize implementation and guide payment and settlement according to regulations.

Assign to Department of Agriculture and Environment:

Preside over and coordinate with units to continue reviewing documents related to the 2 Programs (Resolutions of the Provincial People's Council, Decisions of the Provincial People's Committee, Chairman of the Provincial People's Committee and other relevant documents) to advise competent authorities to promptly adjust, supplement or abolish them to suit the 2-level local government model.

Urgently review and develop plans to adjust and allocate central budget capital to implement the National Target Program on Sustainable Poverty Reduction in 2025 for communes after rearrangement (including capital from previous years transferred to implementation in 2025) to ensure accuracy and consistency with each specific program, project, and sub-project, and submit to the Provincial People's Committee and Provincial People's Council for consideration and approval according to regulations.

Preside over and coordinate with relevant departments and branches to urgently deploy, guide and urge the People's Committees at the commune level to organize an assessment of the current status of new rural construction in the area after the rearrangement, on that basis, plan to develop orientations, goals, tasks and key solutions to be implemented in the period 2026 - 2035, first of all in the period 2026 - 2030, associated with the goal of building "ecological agriculture, modern countryside, civilized farmers" in the province, report to the Provincial Steering Committee, the Provincial People's Committee (through the Department of Agriculture and Environment for synthesis); before August 30, 2025.

Advise the Provincial People's Committee to issue a Plan (after receiving instructions from the Central Government) and organize a review of poor households, near-poor households, and farming, fishing, and salt-making households with an average living standard in 2025 according to the poverty standards for the period 2022-2025 and the poverty standards for the period 2026-2030 according to Government regulations in the whole province as a basis for determining and implementing poverty reduction goals and targets for the period 2026-2030, and reporting results according to regulations.

Urgently advise the Provincial People's Committee to complete the Provincial OCOP Product Evaluation and Classification Council.

Strengthening the inspection, urging and guiding localities to implement the construction of new rural areas and sustainable poverty reduction; promoting the implementation of the OCOP Program in the direction of maximizing the potential and advantages of each locality (raw material areas, rural tourism) to create quality products with added value associated with the community and sustainable development; strengthening trade promotion, advertising and introducing typical OCOP products of the province to develop the product consumption market.

Commune People's Committee:

Based on the guidance of the Department of Agriculture and Environment and relevant units, proactively organize an assessment of the current status of NTM criteria in the area, as a basis for determining specific goals and tasks to be implemented in the 2026-2030 period and orientation to 2035.

Strengthening propaganda work, raising awareness and responsibility of OCOP subjects on ensuring food safety and product quality associated with local raw material areas, contributing to improving the quality of recognized OCOP products.

Support OCOP entities to continue developing products, improving capacity and expanding markets; enhance the role and responsibility in inspecting and supervising production and processing activities of OCOP entities, especially regarding food safety, raw material origin and environmental protection.

Pursuant to the provisions of Decision No. 1489/QD-TTg dated July 6, 2025 of the Prime Minister, the People's Committee at the commune level organizes the assessment of some contents of the product dossiers registered to participate in the OCOP product assessment; receives and checks the dossiers registered by the subjects and issues a written request to the Provincial People's Committee to assess and classify 3-star and 4-star OCOP products.

During the implementation process, if any difficulties or problems arise, please report to the Department of Agriculture and Environment for synthesis and reporting to the Provincial Steering Committee for the implementation of National Target Programs and the Provincial People's Committee according to regulations.
