On the morning of October 9, the survey delegation of the Standing Committee of the Provincial People's Council led by Comrade Mai Nhu Thang, Deputy Head of the Ethnic Minorities Committee of the Provincial People's Council, had a working session and survey in Cam Thuy district on the management, use, and handover of agricultural and forestry land to localities for people to produce until June 30, 2024.

Overview of the working session.

Currently, in Cam Thuy district, there are 4 agricultural and forestry companies originating from former state-owned farms and forestry farms, including: Cam Ngoc Forestry Company; Thong Nhat Thanh Hoa Dairy Cow Company Limited (Thong Nhat Farm); Thanh Hoa Rubber Company Limited (Phuc Do Farm) and Thach Thanh Protective Forest Management Board. The total area that the units are managing and using is 6,747.793 hectares.

During the period from 2019 to June 30, 2024, the Provincial People's Committee issued a decision to reclaim Thanh Hoa Rubber One Member Co., Ltd., assigning 158 hectares to the locality for management. Of which, 155.7 hectares of agricultural land, 2.3 hectares of non-agricultural land in Cam Long, Cam Phu, Cam Ngoc and Cam Tan communes. After the Provincial People's Committee issued the decision to reclaim land, the District People's Committee assigned the Department of Natural Resources and Environment to coordinate with relevant units to organize the handover and receipt of the reclaimed land fund; advise on the preparation and submission for approval of land use plans in accordance with the provisions of law. Cam Thuy District coordinated with Cam Ngoc Forestry Company to complete the dossier requesting the Provincial People's Committee to reclaim and hand over to the district more than 920 hectares of land in Cam Lien, Cam Thanh, Cam Thach, Cam Binh communes, Phong Son, Cam Chau, Cam Tam, Cam Ngoc and Cam Quy towns that are being encroached upon for management and use in accordance with regulations.

At the monitoring session, Vice Chairman of Cam Thuy District People's Committee Nguyen Tien Luc raised the difficulties and problems that still exist in the locality, such as: Thanh Hoa Rubber One Member Co., Ltd. has not coordinated with relevant units to hand over land in the field to Cam Thuy District People's Committee for management according to Decision No. 330/QD-UBND, dated January 19, 2022 of the Provincial People's Committee, so the District People's Committee has not had a basis to prepare and submit to the Provincial People's Committee for approval of the land use plan to organize the implementation of the next steps. The district has not yet developed and submitted to the Provincial People's Committee for approval of the land use plan for the area that has been recovered by the Provincial People's Committee and handed over to the locality for management as a basis for handing over to organizations, households and individuals in need of use.

At the monitoring session, delegates discussed and evaluated the results achieved, difficulties, problems, shortcomings and limitations that have not been resolved.

Deputy Head of the Ethnic Committee of the Provincial People's Council Mai Nhu Thang delivered a concluding speech at the meeting.

Speaking at the meeting, Deputy Head of the Ethnic Affairs Committee of the Provincial People's Council Mai Nhu Thang, on behalf of the monitoring delegation, received proposals and recommendations from Cam Thuy district; at the same time, the survey delegation synthesized a report to the Provincial People's Committee to have a handling plan according to regulations.

Deputy Head of the Ethnic Affairs Committee of the Provincial People's Council Mai Nhu Thang also requested Cam Thuy district to absorb the opinions and discussions of the survey team members at the working session to complete the local report. Along with that, review and evaluate the production efficiency of people on agricultural and forestry land in the district. Strengthen land management, prevent people from arbitrarily encroaching on and constructing works on agricultural and forestry land that are not in accordance with the law.
