On the afternoon of April 18, the working delegation of the National Assembly's Ethnic Council led by Vice Chairman of the National Assembly's Ethnic Council Nguyen Lam Thanh had a working session with the People's Committee of Dak Lak province to survey and evaluate the results of the implementation of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I: from 2021 to 2025 in Dak Lak province. (Program 1719).
Receiving and working with the delegation were Vice Chairman of the Provincial People's Committee Truong Cong Thai and representatives of relevant departments, branches and sectors.

The report at the working session said that in recent years, the implementation of Program 1719 in Dak Lak province has contributed to changing the face of rural areas of ethnic minorities and mountainous areas, and the material and spiritual life of ethnic minorities has been constantly improved.
In the 2021-2025 period, the total capital expected to be assigned to the province to implement Program 1719 is more than 4,323 billion VND, of which the central budget supports and the provincial budget is expected to match more than 3,687 billion VND and credit capital is more than 636 billion VND. The province has completed the assignment of targets and plans for state budget investment capital for the 2021-2025 period to units and localities according to regulations.

After 3 years of implementing the Program (2022 - 2025), the poverty rate among ethnic minorities in the province has decreased sharply from 26.74% (2021) to 13.71% (2024). Dak Lak province has supported residential land for 40 households, supported housing for 1,009 households, supported decentralized domestic water for 11,971 households; supported job conversion, purchased agricultural machinery and tools for 139 households; invested in the construction of 02 centralized domestic water works; completed investment in the construction of infrastructure for 02 projects to stabilize and arrange residents in Krong Bong district and Ea Sup district; invested in and upgraded 102 infrastructure works; maintained and repaired 395 infrastructure works in ethnic minority and mountainous areas...

In addition to the achieved results, the implementation of Program 1719 in the province still faces some limitations and difficulties such as: the mobilization of resources other than the state budget to implement the Program in the past time is still limited, not meeting actual needs; the poverty rate among ethnic minorities in some localities is still high, mainly concentrated in communes, villages and hamlets with special difficulties; the level of lack of access to some basic social services such as housing, clean water and sanitation is still high...
At the meeting, Dak Lak province also proposed a number of opinions such as: recommending the Government to promptly allocate the remaining development investment capital from the central budget compared to the medium-term plan for the period 2021 - 2025, and at the same time assign the 2025 career budget estimate to Dak Lak province to implement Program 1719 in 2025; requesting the Vietnam Bank for Social Policies to promptly assign the credit loan funding target for 2025 according to Decree No. 28/2022/ND-CP dated April 26, 2022 of the Government on preferential credit policy to implement Program 1719 to ensure the progress of implementation and disbursement of support capital sources from the state budget...

Speaking at the working session, Vice Chairman of the National Assembly's Ethnic Council Nguyen Lam Thanh emphasized that the assessment and survey of the implementation results of Program 1719 in the area will be an important premise for all levels and sectors to propose and recommend management models, implementation organizations, mechanisms and policies to continue effectively implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2026-2030.
Based on the achieved results, comrade Nguyen Lam Thanh suggested that in the coming time, Dak Lak province needs to continue to focus on developing sustainable agricultural production, promoting the potential and strengths of the locality to produce goods according to the value chain, while helping people change old, backward production practices that do not bring high economic efficiency; promote the development of vocational education, long-term vocational training and job creation for workers in ethnic minority areas; effectively carry out the work of preserving and promoting traditional cultural values of ethnic groups, effectively organize traditional art groups and teams, creating a widespread cultural movement in the area; promote the development of community tourism, creating cultural and tourism highlights for the province; effectively implement education and population work, ensuring health care for people in ethnic minority areas...
