Speaking at the conference, Provincial Party Secretary Le Ngoc Quang emphasized that the issue of streamlining the administrative apparatus is a major and extremely urgent policy that the Party Central Committee, the National Assembly, and the Government are leading and directing the entire political system to take action with the spirit of urgency "running and lining up at the same time".

This is not just a simple adjustment of administrative boundaries, but a breakthrough in reorganizing the local government model towards streamlining, effectiveness, efficiency, serving the people better, creating new development momentum for the locality...

At the conference, comrade Tran Vu Khiem, member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee reported on the proposal of the Provincial Party Committee's Standing Committee on the Project to arrange administrative units at commune and provincial levels.

Accordingly, the arrangement of commune-level administrative units (Us) is based on the following principles: Do not arrange administrative units with isolated locations or important locations related to national defense and security (ND-S), protecting national sovereignty; in case of arranging wards with commune-level administrative units, the latter will be wards; in case of arranging communes and towns, the latter will be communes; when arranging commune-level administrative units, it is necessary to pay attention to specific factors of history, tradition, culture, ethnicity, religion, beliefs, customs and practices; geographical location, natural conditions, sub-regional connectivity; scale and level of economic development; NND-S, politics, social order; traffic infrastructure and information technology; ensure reasonable correlation, avoid creating large gaps in natural area and population size between newly arranged communes and wards; ensure that local authorities at the grassroots level are truly close to the people; Implementing the arrangement of administrative units at the commune level is not limited to the current administrative boundaries of the district and commune levels.

The naming of grassroots administrative units after the rearrangement must be easy to identify, concise, and scientific; it is encouraged to name them according to the serial number or the name of the district-level administrative unit (before the rearrangement) with the serial number attached to facilitate the digitization and updating of information data, naming administrative units with historical, traditional, and cultural values ​​and with the support of local people.

When setting up the headquarters of the grassroots administrative units after the rearrangement, it is necessary to choose the headquarters of one of the current administrative units to set up the headquarters of the new administrative unit to ensure that the grassroots government quickly goes into stable operation; the headquarters of the new administrative unit has a favorable geographical location, a developed transportation system, synchronous socio-economic infrastructure; has space for future development, ensuring national defense and security...

In his concluding remarks at the conference, Provincial Party Secretary Le Ngoc Quang requested that agencies and units, based on their assigned functions and tasks, coordinate with agencies and units of Quang Tri province, and advise the leaders of the two provinces to unify and complete the Project on arranging provincial-level administrative units.

Localities should promptly organize public consultation on the Project on the arrangement of administrative units at the commune level and the Project on the arrangement of administrative units at the provincial level. People's Councils at all levels shall consider and approve the policy on the arrangement of administrative units at the provincial and commune levels in order from the commune level to the provincial level (commune level to be completed no later than April 22; district level to be completed no later than April 23; provincial level to be completed no later than April 25); complete the project dossiers to submit to the Government before May 1.

Urgently develop a plan for arranging cadres, civil servants, and public employees; a plan for arranging offices, facilities, equipment, assets, etc. so that the new administrative apparatus can come into operation as soon as the resolution on the organization of the National Assembly and the National Assembly Standing Committee takes effect, without interruption or vacancy of tasks, affecting social life and production and business activities of enterprises.
