This is a session with many important contents, implementing the Resolution of the 11th Conference of the 13th Party Central Committee - a historic conference, discussing historic decisions in the new revolutionary period of our country, bringing the country into a new era, the era of national growth.

On the National Assembly side, there were: Comrade Tran Thanh Man, Politburo member, Chairman of the National Assembly, along with Vice Chairmen of the National Assembly and National Assembly deputies.
Also attending were leaders and former leaders of the Party, State, Central Committee of the Vietnam Fatherland Front, veteran revolutionaries, leaders of central departments, ministries, branches, mass organizations and local leaders, and international guests.
On the Army side, the meeting was attended by General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense; Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army; General Nguyen Tan Cuong, Party Central Committee member, Standing Member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense; National Assembly deputies in the Army.
The session lasted 37 days, divided into 2 sessions.
Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man emphasized that in the joyful atmosphere of these historic days, our entire Party, people and army have successfully organized activities to celebrate the 50th anniversary of the Liberation of the South and National Reunification and towards the 135th anniversary of the birth of beloved President Ho Chi Minh. The 15th National Assembly solemnly opened its ninth session, a session of special significance to our people and our country.

The National Assembly Chairman warmly welcomed the leaders and former leaders of the Party, State, and Vietnam Fatherland Front, National Assembly deputies, distinguished guests, representatives of diplomatic missions and international organizations who attended the opening session of the Session; respectfully sent to the delegates, all compatriots, officers and soldiers of the armed forces and our compatriots abroad his best wishes for health and happiness.
The National Assembly Chairman emphasized that the laws and resolutions passed at the 9th Extraordinary Session of the 15th National Assembly have been effectively serving the revolution of rearranging and streamlining the apparatus of the political system, promptly removing difficulties and institutional obstacles, creating breakthroughs for development, promoting all resources, and creating new development space for localities and the whole country in accordance with the Party's policies.
Agencies in the political system from the central to provincial, district and communal levels, agencies of the Party, National Assembly, Government, Vietnam Fatherland Front, Supreme People's Court, Supreme People's Procuracy, Committees, Ministries, branches, agencies, units and localities have thoroughly grasped the spirit of high determination, implemented very drastically and achieved very important initial results. Many cadres and party members have voluntarily sacrificed personal interests for the common development of their agencies and units, for the development of the country.
Based on the agreement at the preparatory session, the National Assembly will work for 37 days, divided into 2 sessions, to review, discuss and decide on the largest workload of any National Assembly session to date, with many particularly important contents in all areas: Constitutional - legislative, supreme supervision and decision on important issues of the country.

Amending and supplementing a number of articles of the 2013 Constitution is a strategic task both politically and legally.
The National Assembly Chairman said that regarding constitutional and legislative work, the 9th Session will consider and pass a Resolution amending and supplementing a number of articles of the 2013 Constitution. This is a strategic task in both political and legal terms, aiming to promptly institutionalize the Party's major policies, especially on the arrangement of the state apparatus in the direction of "streamlining, efficiency, effectiveness, efficiency, closeness to the people, and closeness to reality".
To carry out this task, the National Assembly will establish a Committee to Draft Amendments and Supplements to the 2013 Constitution with many innovations in implementation methods and procedures. In particular, it will organize to collect public opinions widely, as a basis for the Committee to Draft Amendments and Supplements to a Number of Articles of the 2013 Constitution to study, absorb, and revise the draft Resolution to amend and supplement a number of articles of the 2013 Constitution, submit it to the National Assembly for consideration and approval before June 30, 2025 for timely promulgation and effective from July 1, 2025.
With 54 draft laws and resolutions on constitutional and legislative work, the National Assembly will consider and approve 34 draft laws, 14 draft resolutions and give opinions on 6 other draft laws, in key areas such as: State apparatus organization, national defense - security, justice, finance - budget, education - training, science - technology, innovation, digital transformation...
Second, regarding socio-economics and state budget, at this session, the National Assembly will consider, discuss and decide on many issues of strategic significance for socio-economic development, ensuring national defense, security and international integration. The National Assembly will spend time reviewing important reports of the Government on: Approval of the 2023 state budget settlement; additional assessment of the results of the implementation of the 2024 socio-economic development plan and state budget; the implementation of the socio-economic development plan and state budget in the first months of 2025; adjustment of the 2025 state budget estimate to allocate at least 3% of the budget for science and technology development, innovation, digital transformation, striving for growth of at least 8% in 2025 and double-digit growth in the following years.

The National Assembly will also consider and approve the Resolution on merging provincial-level administrative units; establishing the National Election Council; deciding to shorten the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; deciding the election date for deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. During the session, the National Assembly Standing Committee will consider and approve resolutions on the arrangement and reorganization of commune-level administrative units and many other important tasks.
Regarding supreme supervision, the National Assembly will consider the report of the Central Committee of the Vietnam Fatherland Front synthesizing opinions and recommendations of voters and people sent to the 9th Session of the 15th National Assembly and the report of the National Assembly Standing Committee on the results of supervision of the settlement of voters' recommendations sent to the 8th Session of the 15th National Assembly. The National Assembly will spend 1.5 days on question and answer activities, focusing on areas closely related to people's lives and state management. In addition, the National Assembly will consider the report on the results of the implementation of the 2025 Supervision Program, and adopt a Resolution on the National Assembly's Supervision Program in 2026.
With the above contents, the National Assembly Chairman emphasized that the 9th Session is a session of historical significance, making institutional breakthroughs to enter an era of modernization, digitalization, greening and sustainable development. From there, he requested that National Assembly deputies concentrate, continue to promote their intelligence, courage, uphold their sense of responsibility, innovate, discuss deeply, and make wise decisions; together with relevant agencies and organizations, thoroughly implement Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement, meeting the requirements of national development in the new era, and yesterday, General Secretary To Lam had an important article, specifically stating the implementation of this Resolution.
After the opening speech of the session by National Assembly Chairman Tran Thanh Man, the National Assembly listened to Prime Minister Pham Minh Chinh present a supplementary assessment report on the results of the implementation of the socio-economic development plan and state budget in 2024; the implementation of the socio-economic development plan and state budget in the first months of 2025.
