Ho Chi Minh City People's Committee called for investment of nearly 10,000 billion VND for the Ho Chi Minh City - Moc Bai expressway project, the toll collection period to recover capital is expected to last 16 years and 9 months.
The Ho Chi Minh City People's Committee has just sent a notice to investors interested in the Ho Chi Minh City - Moc Bai Expressway construction project (phase 1) under the public-private partnership (BOT Contract) method.

The total estimated investment for phase 1 is about 19,617 billion VND. Of this, construction and equipment costs are about 9,273 billion VND; compensation costs for site clearance, support, resettlement and relocation of technical infrastructure (including contingency costs) are about 6,774 billion VND...
In phase 1, the project is divided into 4 component projects. Component project 1 will invest in the construction of the Ho Chi Minh City - Moc Bai expressway under the public-private partnership (BOT contract) method with a total investment of about 10,421 billion VND.
Component project 2 is to invest in the construction of a residential road and an overpass across the highway with a total investment of about 2,422 billion VND, which will be invested in the form of public investment. Component project 3 is to compensate, support and resettle the Ho Chi Minh City - Moc Bai expressway section through Ho Chi Minh City with a total investment of about 5,270 billion VND. Component project 4 is to compensate, support and resettle the Ho Chi Minh City - Moc Bai expressway section through Tay Ninh province with a total investment of about 1,504 billion VND.
In the capital structure, the investor's capital, the PPP project enterprise is responsible for arranging about 9,943 billion VND (accounting for 50.69% of the total investment), of which the investor's equity is about 1,491 billion VND, accounting for 15% of the total project investment according to the provisions of Clause 1, Article 77 of the PPP Law. The State's capital participating in the project is about 9,674 billion VND, accounting for 49.31% of the total investment.
For component project 1, Ho Chi Minh City calls for investment of about 9,943 billion VND, the rest will be covered by the Ho Chi Minh City budget.
The project is expected to start construction on April 30, 2025 and be completed by the end of 2027. Once operational, the project's payback period is expected to last 16 years and 9 months.
Investors can submit their interest in implementing the project to the Ho Chi Minh City Traffic Construction Investment Project Management Board from November 6 to December 31, 2024.
The estimated road usage price per stage is about 2,100 VND/vehicle group 1/km. The service price between the remaining vehicle groups is determined according to the correlation coefficient between the vehicle groups according to the form of stage-based toll collection.
The investor's return on equity for the preliminary project is approximately 11.77%/year. The expected loan interest rate applicable to the project is 10.7%/year.
Investors and PPP project enterprises will also enjoy incentives on tax, land use fees, land rent and other incentives according to the provisions of the law on tax, land, investment and other relevant legal provisions.
