Connecting population data in banking operations

Recently, the banking industry in Dong Nai has deployed many solutions to connect and exploit the national database on population, citizen identification (CCCD), electronic identification and authentication in developing e-banking services, account services and online payments.

In particular, credit institutions (CIs) in the province have promoted biometric authentication with population data (through chip-embedded ID cards and VNeID accounts) and promoted the application of electronic banking to implement Decision No. 06/QD-TTg of the Prime Minister : Approving the Project on Development of Population Data Applications, Identification and Electronic Authentication to Serve National Digital Transformation in the 2022-2025 Period, with a Vision to 2030 (referred to as Project 06/CP).

Diverse digital banking services

In Vietnam, by 2025, it is estimated that there will be more than 30 digital banking applications such as: VCB Digibank, Agribank Plus, Open Smart Bank, BIDV SmartBanking, VietinBank iPay, Techcombank Mobile...

According to the State Bank of Vietnam, Region 2 Branch (the unit managing banking, currency, and foreign exchange activities in Ho Chi Minh City and Dong Nai Province), in terms of developing the banking service network, Dong Nai Province currently has 132 units, including 88 bank branches. Commercial banks in the province focus on developing modern payment services, promoting digital transformation in banking activities. Thereby, providing many safe, convenient, and practical digital banking services for people, businesses, etc.

Deputy Director of the State Bank of Vietnam, Region 2 Branch, Nguyen Duc Lenh, said: The banking sector in Dong Nai province will continue to expand and implement customer authentication solutions via chip-embedded CCCD cards and deploy customer authentication solutions via the VNeID application in opening accounts and using electronic banking services.

According to the Deputy Director of the State Bank of Vietnam, Region 2 Branch, if this activity is well implemented, it will bring great benefits in many aspects such as: contributing to improving service quality, ensuring safety and efficiency in banking activities; limiting and preventing risks, preventing and combating high-tech crimes; developing digital banking services...

Deputy Director of the Social Policy Bank, Dong Nai Branch, Nguyen Sy Cuong, shared: In recent times, the branch has promoted the application of digitalization in credit activities to help customers make flexible payments, secure information, save costs, reduce transaction time, meet customer needs, and ensure the safety of the policy credit payment system.

“In particular, the branch has deployed the Policy Credit Management application to help banks and entrusted political organizations better direct and implement policy credit activities; provide information on policy credit activities, activities of entrusted associations, unions, savings and loan groups. By the end of July 2025, 100% of savings and loan groups in the province had conducted transactions with banks via this application,” Mr. Nguyen Sy Cuong added.

Similarly, Deputy Director of the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV) Bien Hoa Branch, Bui Van Thanh, said: The branch has synchronously deployed solutions for customers to make cashless transactions; promoted the deployment of QR codes and QR Sound at businesses and small traders in many localities in the province to increase online payment methods and limit the use of cash; deployed the newly launched BIDV SmartBanking digital banking application version X for individual customers and the BIDV Direct application for corporate customers with more outstanding and superior features.

Promoting the implementation of Project 06/CP in the banking sector

Credit institutions in the province are increasingly developing and expanding online banking services, connecting and effectively exploiting the National Database in the digital banking development plan of the banking sector and reforming administrative procedures; promoting digital transformation in non-cash social security payments. Thereby, promoting solutions to effectively implement Project 06/CP of the Government in the banking sector.

Deputy Director of the State Bank of Vietnam, Region 2 Branch, Nguyen Duc Lenh, shared: To effectively implement the Government's Project 06/CP and the State Bank of Vietnam's plans to implement the Government's Project 06/CP, the banking sector in Dong Nai province will continue to effectively implement the sector's planning tasks; at the same time, do a good job of communicating about promoting the application of e-banking and implementing Project 06/CP in the local banking sector.

Credit institutions will implement policies, programs and plans of the State Bank of Vietnam and the headquarters of credit institutions on the implementation of Project 06/CP. In particular, ensuring the implementation of population data collection and customer data cleaning; implementing biometric authentication and improving the quality of products and services... so that people and bank customers can grasp and comply with regulations and conveniently and effectively use banking services.

Deputy Director of the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV) Bien Hoa branch, Bui Van Thanh, shared: Up to now, 100% of customers opening new accounts and over 90% of existing customers with payment accounts at BIDV Bien Hoa branch have performed biometrics according to regulations, the remaining 10% are mostly customers who no longer transact at the bank. Similarly, nearly 100% of institutional customers at the branch have performed biometric procedures according to regulations.

According to the State Bank of Vietnam, as of early July 2025, more than 120.9 million customer records (CIF) have been biometrically verified via chip-embedded CCCD or VNeID; more than 1.2 million organizational customer records have been biometrically verified. Currently, 57 credit institutions and 39 payment intermediaries have deployed the application of chip-embedded CCCD cards via phone applications; 63 credit institutions have deployed the application of chip-embedded CCCD cards via counter devices; 32 credit institutions and 15 payment intermediaries are deploying the VNeID application...

“BIDV Bien Hoa branch is connecting and coordinating with public administrative service centers in the province to deploy non-cash payment solutions and is expected to implement land tax collection in the form of identification collection in the near future. In addition, the branch is integrating with the National Public Service System to deploy many online banking services and utilities…” - Mr. Thanh said.

According to Nguyen Sy Cuong, Deputy Director of the Dong Nai Branch of the Vietnam Bank for Social Policies, the Dong Nai Branch has connected to the National Population Database to authenticate customer information in the implementation of the VBSP SmartBanking service. Transaction offices have increased propaganda, guidance, opening VBSP SmartBanking accounts and installing biometrics for customers, authenticating customers via the VNeID application in opening accounts and applying banking services to ensure payment activities, uninterrupted, safe and secure transactions...
