At the ceremony, Comrade Cao Truong Son, Provincial Party Committee member, Secretary of Yen Mo District Party Committee, presented a speech commemorating the 30th anniversary of the district's re-establishment. The speech clearly stated that Yen Mo is an ancient land, called Mo Do during the Tran Dynasty; during the Ming Dynasty, it was renamed Yen Mo; this place is also a strategic location, where the footprints of generals and soldiers were imprinted from the Hung King period to the Quang Trung period, the Nguyen Dynasty and the Ho Chi Minh era.

Yen Mo has long been a land of learning, literature, and morality. This is the birthplace and nurturing of many national cultural celebrities such as Ninh Ton, Vu Pham Khai, Pham Than Duat, and many scholars, culturalists, scientists, and generals. This is also the homeland of many historical and cultural relics, festivals, and unique Cheo and Xam singing melodies, which have been preserved, maintained, and developed to this day.

Yen Mo is proud to be the second locality in the province to have the earliest grassroots Party organization, with the birth of the Indochinese Communist Party Cell in Coi Tri village, Yen My commune in July 1929, associated with the name of a typical communist soldier, an excellent son of Yen Mo's homeland - Comrade Ta Uyen, Party Cell Secretary, later Secretary of the Southern Regional Party Committee. During the resistance wars against colonialism and imperialism, under the leadership of the Party, the army and people of Yen Mo district upheld the spirit of patriotism, bravery, and resilience, winning many glorious victories, contributing with the whole country to defeat the enemy's wars of aggression, unifying the country, and moving towards socialism with the whole country.

After 17 years of merging with 9 communes of Yen Khanh district to form Tam Diep district, on September 1, 1994, Yen Mo district was officially re-established and put into operation according to Decree No. 59/ND-CP, dated July 4, 1994 of the Government. Overcoming the difficulties and challenges of the early re-establishment period, the Party Committee and People of Yen Mo district inherited and promoted the historical traditions of their homeland, always joining hands and unanimously overcoming all difficulties and challenges, achieving many achievements in all fields.

The work of building the Party and the political system has been carried out synchronously and comprehensively. The implementation of the Resolutions, Directives and Conclusions of the Central Committee on strengthening the building and rectification of the Party and the political system has achieved good results with many breakthroughs. The work of inspection and supervision within the Party and the prevention and combat of corruption and negativity has been focused on. The leadership capacity and fighting strength of the Party organizations have been increasingly improved. Over the past 30 years, the District Party Committee has admitted 5,853 more Party members, the total number of Party members of the District Party Committee is currently 8,199, operating in 57 grassroots Party organizations.

The effectiveness and efficiency of management by governments at all levels have been improved. The Fatherland Front and socio-political organizations have made many innovations in terms of content and methods of operation, and the great national unity and religious unity have been firmly consolidated.

The district's economy has made remarkable progress; the economic structure has shifted in a positive direction, increasing the proportion of industry and services, and reducing the proportion of agriculture.

Agriculture has gradually transformed towards sustainable commodity production; the average production value per hectare of cultivated land reached 150 million VND. Many new crop and livestock models have brought high economic efficiency. In particular, the district's new rural construction movement has achieved many important results, and in 2020, the Government recognized the district as meeting new rural standards. It is expected that by the end of 2024, the whole district will have 11 communes meeting the standards of model new rural areas and advanced new rural areas; to date, the district has completed 9/9 criteria of advanced new rural districts.

Industry and handicrafts have many positive changes; from a purely agricultural district, agricultural production is the mainstay, by 2023, the district's industrial and construction production value reached 1,835 billion VND, the total investment capital reached over 4,000 billion VND. Currently, the district has 2 industrial clusters: Khanh Thuong Industrial Cluster and Yen Lam Industrial Cluster; there are 9 provincial-level craft villages, craft villages, traditional occupations have been restored, new occupations have been expanded, creating jobs for many local workers, creating a large source of income for the people and society. The trade and service sectors have developed strongly. State budget revenue in recent years has achieved positive results. Investment and construction of socio-economic infrastructure have been focused on.

There have been many advances in culture and society; the quality of comprehensive education has been constantly improved. For many years, Yen Mo district has been ranked at the top of the province. 100% of the district's schools have met national standards, including 33 schools that have met level 2 standards. The work of protecting and taking care of people's health has been directed with attention. Cultural and sports activities have developed; social security has been ensured, the poverty rate of the district has decreased sharply, by 2023 it will have decreased to 2%, and the material and spiritual life of the people has been improved.

Local defense and military work has been strengthened, political security and social order and safety have been maintained. The results and achievements of the Party Committee and the people of Yen Mo have contributed positively to socio-economic development, ensuring national defense and security, and building the Party and the political system in the province in recent years.

In recognition of the achievements over the past 30 years, the People, armed forces of the district and 12 communes in the district have been awarded the title of Hero of the People's Armed Forces by the Party and the State; the district has been honored to receive the First, Second and Third Class Labor Medals, the Third Class Independence Medal, and the Government's Emulation Flags for excellence in various fields. Many collectives and individuals have been awarded noble titles by the Party, the State, ministries, central agencies and the province.

On this occasion, delegates who are former key leaders of the district and delegates representing the young generation spoke, expressing their pride, aspirations, and determination to continue promoting the spirit of solidarity, bravery, intelligence, creativity, and fine cultural traditions of the revolutionary homeland, continuing to build Yen Mo district firmly on the path of innovation, contributing to the completion of major goals of the province and the country.

The Standing Deputy Secretary of the Provincial Party Committee affirmed: Inheriting and promoting the fine traditions of the homeland, in the past 30 years since the re-establishment of the district, the Party Committee, government, army and people of the district have always closely followed the leadership and direction of the Provincial Party Committee, People's Council and Provincial People's Committee, upholding the spirit of solidarity, self-reliance, self-reliance, joint efforts, unanimity, promoting internal strength, striving to overcome difficulties and challenges, achieving important and comprehensive achievements in all fields, contributing to creating the appearance of Yen Mo district with many innovations and many positive contributions to the overall development of the province.

Entering a new stage with many new opportunities and challenges, on the path of industrialization and modernization, the tasks set for the Party Committee, Government and People in the district are extremely heavy. It is necessary to continue to strive to complete and exceed the targets set out in the Resolution of the 18th District Party Congress, term 2020-2025, focus on directing well all aspects of the Party Committee's work, continue to develop the economy - society so that Yen Mo can constantly innovate and develop sustainably.

The Standing Deputy Secretary of the Provincial Party Committee pointed out 5 key tasks that the Party Committee, Government and People in the district need to focus on directing and implementing well, which are: Leading and directing the implementation of the contents and tasks of Party building and political system building; continuing to improve the leadership capacity and fighting strength of Party committees and Party organizations at all levels, the effectiveness and efficiency of management and administration at all levels of government. Preparing well the conditions to successfully organize the grassroots Party Congress and the 19th District Party Congress, term 2025-2030.

Promote economic development. Focus resources, invest in building socio-economic infrastructure, especially transport infrastructure to meet the requirements of production, business and service development; identify this as the most important breakthrough in economic development, promote urbanization and reorganize the development space of the district. Promote the construction of advanced new rural areas, model new rural areas, promptly complete the dossier to request the Government to recognize the district as meeting advanced new rural standards by 2024, contributing to the province completing the task of building new rural areas by 2025. Together with the Party Committee and the People in the province, strive by 2035, Ninh Binh will become a centrally-run city with the characteristics of a Millennium Heritage Urban Area, a creative city.

Pay attention to comprehensive socio-cultural development, improve people's spiritual life; improve the quality of education, care and protect people's health; preserve and promote traditional cultural, historical and artistic values ​​to become endogenous resources and driving forces for local economic development.

Strengthening national defense and security work. Promoting patriotic emulation movements among all classes of people, continuing to arouse pride in the fine traditions of the homeland, the will and aspirations of the people of Yen Mo to rise up in the new period. Paying attention to building, training and fostering a team of officials at all levels of the district with strong political will, dynamism, creativity, exemplary, responsible, dedicated to work, daring to think and act for the common good.
