NDO - On the morning of October 25, in Hanoi, the Ministry of Education and Training held a conference to review the work of socializing the consolidation of classrooms and teachers' housing in the period of 2013-2023, and tasks and solutions in the coming time. The conference was held online to 63 provinces and cities across the country.
Deputy Prime Minister Le Thanh Long attended and gave a speech at the conference. Also attending were Party Central Committee members: Minister of Education and Training Nguyen Kim Son, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung, Minister and Chairman of the Ethnic Committee Hau A Lenh, and President of the Vietnam General Confederation of Labor Nguyen Dinh Khang.
Speaking at the conference, Minister of Education and Training Nguyen Kim Son said that the conference aimed to recognize and evaluate the contributions to school construction of organizations and individuals who joined hands to consolidate schools, and at the same time, move the mobilization of social resources for school consolidation from spontaneous to organized and regulated, based on overall data and needs, regulated and connected.
In fact, in recent times, there have been many kind-hearted people in society, many agencies, organizations, and individuals who have been very enthusiastic in contributing to the construction of schools and public housing. About 300 organizations, businesses, and thousands of individuals have contributed to the consolidation of schools, classrooms, and public housing for teachers; in the past 10 years, 37,200 classrooms and public housing for teachers have been built from socialized sources with an estimated cost of about 30 trillion VND.
On behalf of the teachers and students who have benefited from the community's care, and have been taught and studied in spacious schools built with love, care and sharing, I would like to express my deep gratitude to the golden hearts of the groups, organizations and individuals who have built these schools; at the same time, I hope that the teachers and students who are still in temporary and difficult schools will soon receive care from you, the benefactors.

With its responsibility for state management in education and training, in the coming time, the Ministry of Education and Training will continue to advise the Government in developing a public investment program aiming to solidify 100% of schools by 2030, promoting funding sources from national target programs, projects and other tasks.

Reporting at the conference, Deputy Minister of Education and Training Pham Ngoc Thuong said: In 2013, the country had 41,397 public preschool and general education facilities, with a total of 553,181 classrooms; of which, only 65.9% of the classrooms were solid, especially at the preschool level with a very low rate of only 47.7%. By 2023, the school and classroom system had significantly improved with 628,571 classrooms, of which 86.6% were solid, an increase of more than 20% compared to 2013; of which, the solidification rate at the preschool level reached 83%, primary school reached 83.2%, and secondary school reached 94.9%...
The results achieved are strong investment attention from the state and the cooperation of businesses, organizations and individuals through socialization. Notably, socialization has contributed significantly to increasing the rate of schools meeting national standards. By July 2023, the rate of schools meeting national standards at preschool level was 56.9%, primary school was 62.8%, secondary school was 72.3%, high school was 49.6%, and multi-level general schools had 44.2%.
To continue promoting the achieved results and spreading the socialization movement more widely, the Ministry of Education and Training has set out the following key tasks and solutions in the coming time: Continue to strengthen the leadership of Party committees and authorities at all levels in promoting the socialization of education, especially the consolidation of schools, classrooms and public housing for teachers; promote communication work to raise awareness of the consolidation of schools and classrooms; strengthen school network planning; encourage the public-private partnership (PPP) model in the construction of schools and public housing for teachers; establish a mechanism to closely monitor the mobilization and use of socialized resources, ensuring transparency and efficiency.
At the conference, representatives of localities, agencies, organizations and enterprises also reported and shared implementation results, good experiences as well as recommendations and proposals for the socialization of solidifying schools and teachers' housing.

Speaking at the conference, Deputy Prime Minister Le Thanh Long acknowledged and commended the results of the socialization of the consolidation of classrooms and teachers' housing in the 2013-2023 period achieved by the education sector, localities, organizations and enterprises; at the same time, he pointed out the shortcomings and difficulties in the consolidation of classrooms and teachers' housing to meet the requirements of education and training innovation. The Deputy Prime Minister suggested that it is necessary to join hands to mobilize more social resources to complete the goal of consolidating the entire system of schools, classrooms and teachers' housing in the coming time. The Ministry of Education and Training will coordinate with relevant agencies to continue reviewing, researching and proposing preferential policies to encourage stronger participation of enterprises, organizations and individuals in the socialization of education; focusing on consolidating classrooms, supporting minimum teaching equipment, and increasing the number of teachers' housing. The education sector needs to take into account practical requirements arising in the process of implementing fundamental and comprehensive innovation in education and training; build a database of the sector and teaching facilities and equipment; direct the review and arrangement of the school and classroom network to invest and mobilize investment with focus and key points to ensure feasibility and efficiency, avoiding dispersion, waste and negativity.
It is necessary to join hands to mobilize more social resources to complete the goal of solidifying the entire system of schools, classrooms, and public housing for teachers in the coming time.

For the People's Committees of provinces and cities, the Deputy Prime Minister suggested continuing to review the network of educational facilities at all levels in the area; paying attention to construction planning and ensuring suitable land funds for building schools and classrooms, meeting the learning needs associated with the trend of urbanization and population shift; ensuring the budget for education and training, allocating resources, and effectively implementing sub-projects related to education and training in national target programs. The People's Committees of provinces and cities also need to proactively promote socialization, mobilize investment resources for education and training; give priority to enterprises, organizations, and individuals investing in building facilities for schools in disadvantaged areas; closely monitor and manage, and prevent violations during the implementation process.
