Realizing social security policy
One day in early August, we returned to visit the family of Mr. Trinh Huu Hao (Hoa Do 3 Residential Group, Bac Cam Ranh Ward) - a near-poor household in the ward. He welcomed us with a bright smile in his new house. The house was completed and put into use in early May with an area of 48m2 , total cost of 170 million VND; of which 60 million VND was supported by the Provincial Program to Eliminate Temporary and Dilapidated Houses, the rest his family borrowed from relatives. Mr. Hao works as a trawler but has been sick for the past 2 years and has not been able to work; his wife stays at home to do housework and take care of him, so the family of 3 can only rely on the unstable wages of their son. With food still difficult, Mr. Hao does not dare to dream of a solidly built house. Mr. Hao shared, “I really did not dare to believe that one day I would be able to live in this spacious house. Since I got my new house, I have been so happy, as if I have been given more motivation. I can only thank the Party, the State, the people, and the local government for helping people in difficult circumstances like my family have a home.”
The house is also the long-standing dream of Ms. Cao Thi Minh's family (Suoi Lau 3 village, Suoi Dau commune) - an ethnic minority household. Ms. Minh said that the old house was seriously degraded, the corrugated iron roof was rotten, the walls were peeling, every time it rained, the water leaked, and in the dry season it was hot. With four mouths to feed depending on her husband's meager income as a construction worker, building a new house for her family was just a dream. However, thanks to the Temporary and Dilapidated House Elimination Program, Ms. Minh's family was supported with 60 million VND to build a new house. With the initial funding, along with the help of relatives and neighbors, the 50m² level 4 house was completed and put into use in May. The solid, clean house not only helps her family settle down but also motivates them to escape poverty.
The above are just 2 of 3,539 cases supported to build new houses and repair houses from the Program to eliminate temporary and dilapidated houses in the province in the period of 2024 - 2025. The houses not only have material value but also demonstrate the deep concern of the Party and State for the poor and disadvantaged people, contributing practically to poverty reduction.
Results from consensus
Since the Central Government launched the emulation movement "Joining hands to eliminate temporary and dilapidated houses", the Provincial Party Committee Standing Committee has promptly issued many directive documents; promptly established a Provincial Steering Committee with the Provincial Party Committee Secretary as Head; the Provincial People's Committee Chairman, and leaders of the Provincial Vietnam Fatherland Front Committee as Standing Deputy Heads, assigning specific tasks and areas of responsibility to each member. At the same time, 100% of communes and wards in the province have established steering committees, ensuring unified implementation from the province to the locality, with the highest determination to complete the program ahead of schedule.
To have resources for implementation, the Steering Committee for Eliminating Temporary and Dilapidated Houses at all levels has proactively directed the implementation of many creative and practical methods to mobilize maximum social resources, save time, ensure progress, and at the same time create a widespread ripple effect in the community. One of the highlights of the program is the Launching Ceremony to support the "For the Poor" Fund and launch the 90-day and night Campaign in response to the emulation movement "Joining hands to eliminate temporary and dilapidated houses", with the participation and direct direction of Deputy Prime Minister Nguyen Chi Dung. The event is of great significance, demonstrating the high political determination and synchronous participation of all levels, sectors and the entire people.
In addition, the province organized a fundraising golf tournament and auction of local specialties, raising more than 7 billion VND. This activity not only contributed to supplementing resources for the program but also created a strong influence in society... From the above activities, in a short time, the program mobilized more than 97.5 billion VND in socialized resources, bringing the total cost of implementing the program to more than 194.2 billion VND.
In parallel, localities also actively mobilized additional social resources, construction materials... with a total value of more than 8.4 billion VND. At the same time, during the construction process, armed forces, militia, union members and local youth contributed more than 70,000 working days to reduce construction costs and focus on increasing the value of the house.
Comrade Tran Thu Mai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee said: “Thanks to the close direction and timely removal of difficulties and obstacles from the provincial leaders and the synchronous participation of the entire political system, along with the active cooperation and support of the community and businesses, the Program to eliminate temporary and dilapidated houses in the province has been completed and handed over to the people for use on the occasion of celebrating the 50th anniversary of the liberation of the South, national reunification and the 135th anniversary of President Ho Chi Minh's birthday, 6 months ahead of schedule compared to the Central target and 2 months earlier than the province's plan. This is an important milestone, clearly demonstrating the province's consistent policy of taking the people as the center and the subject in the process of implementing socio -economic development tasks".
The program to eliminate temporary and dilapidated houses in 2025 is only the first step in the journey of "settling down and making a living" for the people. Therefore, the Provincial Vietnam Fatherland Front Committee is continuing to coordinate with sectors and localities to review poor, near-poor, and disadvantaged households that are not eligible for policies to continue mobilizing social and State resources to support house construction and repair. In addition to housing care, in the coming time, the Provincial Vietnam Fatherland Front Committee will continue to promote support for livelihoods, capital, seeds, vocational training, etc. to help people escape poverty sustainably, contributing to the goal of having no poor households in the province by 2030.
