- On the afternoon of August 21, the Provincial People's Committee held its regular August meeting (first session). Comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.
At this session, delegates listened to 4 contents presented by the Department of Home Affairs. The session focused on discussing and giving opinions on: the draft Proposal of the Provincial People's Committee and the Resolution of the Provincial People's Council deciding to assign additional civil servant payrolls to a number of agencies and administrative organizations of Lang Son province in 2025; the draft Proposal of the Provincial People's Committee and the Resolution of the Provincial People's Council on support policies for cadres and civil servants working in communes and wards in the province.
After listening to written comments and direct comments at the meeting, the Chairman of the Provincial People's Committee concluded each specific content.
Regarding the content related to the assignment of additional civil servant payrolls for a number of agencies and administrative organizations, the Chairman of the Provincial People's Committee agreed with the proposal of the Department of Home Affairs on the assignment of additional payrolls to the Department of Industry and Trade of 94 payrolls (receiving the Market Management Department from the Ministry of Industry and Trade to reorganize into the Market Management Department under the Department of Industry and Trade). Increase payrolls for 3 units including: Office of the National Assembly Delegation and the Provincial People's Council with 3 payrolls; Office of the Provincial People's Committee with 4 payrolls; Department of Foreign Affairs with 2 payrolls. The Chairman of the Provincial People's Committee assigned the Department of Justice to coordinate with the Department of Home Affairs to study and design the content in the draft Resolution of the Provincial People's Council on the effectiveness of additional payrolls to accompany the settlement of regimes and policies to ensure compliance with regulations.
Regarding the content related to the policy to support cadres and civil servants working in communes and wards in the province, the Chairman of the Provincial People's Committee emphasized that the policy aims to partially support the difficulties of cadres, civil servants and public employees in the process of restructuring the apparatus. At the same time, it is agreed that the subjects of support are cadres, civil servants and public employees and people in organizations assigned by the Party and the State (assigned payroll) who are directly affected by the restructuring of the apparatus. Regarding the distance and support level, the Chairman of the Provincial People's Committee agreed that in cases where the distance from the place of residence to the place of work is from 10 km to less than 20 km, the support level is 500,000 VND/month; distance from 20 km to less than 30 km, the support level is 1 million VND/month; distance from 30 km to less than 40 km, the support level is 1.5 million VND/month; from 40 km or more, the support level is 2 million VND/month. The policy implementation period is 24 months from the effective date of the resolution.
Regarding the above two contents, the Chairman of the Provincial People's Committee requested the Department of Home Affairs to receive comments to supplement and complete the draft contents to submit to the People's Committee no later than August 24, 2025.
The meeting also listened to, commented on and decided on two other important contents including: the draft Proposal of the Provincial People's Committee and the Resolution of the Provincial People's Council promulgating the Regulations on organizing funerals and memorial services for deceased cadres, civil servants, public employees, workers and relatives of deceased cadres, civil servants, public employees and workers; the draft Project on Regulations on the number of deputy heads of specialized agencies under the Provincial People's Committee.
