Meeting of the Provincial Steering Committee for Animal Disease Prevention and Control

At the meeting, Mr. Bui Huy Phuong - Director of the Department of Agriculture and Environment approved the Decision to establish the Provincial Steering Committee; Decision to issue the Working Regulations and assign tasks of the Steering Committee; draft inspection plan of the Steering Committee on the epidemic situation and implementation of animal disease prevention and control at the grassroots level.

The province currently has about 55,700 small-scale pig farming households, with a total pig herd of about 265,000; 110 farm-scale pig farms. Currently, African Swine Fever (ASF) is evolving complicatedly in the province, causing great economic losses and potentially spreading widely. Accumulated from January 1, 2025 to August 9, 2025, there have been 29 ASF outbreaks in 29 communes and wards in the province. Total number of pigs to be destroyed: 2,584, total weight: 124,048 kg at 624 households in 176 villages and residential groups.

The cause of the outbreak is that in the province, there have been outbreaks of ASF in previous years; the pathogen spreads through the transportation, trading, and slaughter of animals and animal products; the main farming method is small-scale, making it difficult to apply biosafety measures, and not ensuring veterinary hygiene and disease safety requirements; the unusual weather, hot weather, heavy rain, and high humidity create favorable conditions for pathogenic microorganisms to develop, spread, and reduce the resistance of livestock; free-range farming still exists, leading to a very high risk of disease spread...

Immediately after receiving information about the epidemic situation, the Provincial People's Committee issued documents, directing the Department of Agriculture and Environment to step up propaganda, guidance, and implementation of animal disease prevention and control in the province, especially for ASF. Announce epidemics according to regulations. Closely monitor outbreaks and surrounding areas. Provide guidance on sanitation and disinfection in livestock areas, epidemic areas, and high-risk areas. In localities with ASF outbreaks, 868 liters of disinfectants and 2,260 kg of lime powder were received and used to disinfect burial pits and livestock barns and to isolate and control outbreaks.

Particularly for localities where the disease has not yet appeared, the Chairman of the Provincial People's Committee suggested strengthening inspections at animal quarantine checkpoints, strictly controlling transportation, including food transportation, to minimize the source of disease transmission to neighboring localities...

Concluding the meeting, Comrade Ha Trong Hai - Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee requested the standing agency, the Department of Agriculture and Environment, to focus on disseminating to the people about the dangers of the epidemic; members of the Steering Committee must clearly understand the procedures, authority, and tasks in disease prevention and control work to effectively implement; promptly complete the outline, content and schedule for inspection of animal disease prevention and control work at the facility and assign members to participate in the inspection teams; the standing agency and the Provincial People's Committee Office advise the Provincial People's Committee to issue documents urging and reminding communes and wards to focus on performing tasks in disease prevention and control work...
