Speaking at the opening of the Conference, Minister of Foreign Affairs Bui Thanh Son said: Foreign affairs and diplomacy have closely followed the foreign policy of the 13th National Party Congress, the directions of the Politburo, the Secretariat and Party and State leaders, especially the directions of the General Secretary at the National Foreign Affairs Conference, while strongly promoting the identity of "Vietnam's bamboo diplomacy".

Foreign affairs activities, especially high-level foreign affairs, take place widely on continents and at many important multilateral forums and mechanisms, thereby further consolidating the open foreign affairs situation, facilitating the maintenance of a peaceful and stable environment; mobilizing external resources to serve socio-economic development and enhance the country's position.

Since the National Foreign Affairs Conference, the diplomatic sector at all levels and sectors have successfully organized 45 visits by key leaders to neighboring countries, important partners, traditional friends and nearly 50 visits by leaders of other countries to Vietnam, including historic visits such as the visit to China by General Secretary Nguyen Phu Trong, the visits to Vietnam by General Secretary and President of China Xi Jinping and US President Joe Biden... creating a new qualitative development in the foreign affairs and international integration situation of our country.

Along with that, the framework of relations with many important partners has been raised to a new level, political trust with many countries has been more firmly consolidated, and cooperation has been increasingly expanded, substantive and effective.

On the multilateral level, Vietnam's international position and prestige continue to be enhanced. Vietnam has been fulfilling many important international responsibilities, promoting its role in many important multilateral organizations and forums such as ASEAN, the United Nations, the Mekong sub-region, APEC, AIPA, IPU, UNESCO, the United Nations Conference on Climate Change (COP), the Belt and Road Summit, etc.; at the same time, contributing responsibly to common world issues such as climate change response, food security, peacekeeping in Africa, and timely humanitarian assistance to countries suffering from natural disasters and conflicts.

The above achievements of foreign affairs and diplomacy have contributed to the great and historical common achievement that "our country has never had such a foundation, potential, position and international prestige as today"; are vivid proof of the correct foreign policy of the 13th National Congress, associated with the close and wise leadership and direction of the Party Central Committee, the Politburo, the Secretariat and the Party and State leaders.

At the 32nd Diplomatic Conference, delegates focused on objectively and comprehensively assessing the results and achievements in foreign affairs and diplomacy since the beginning of the 13th tenure, drawing lessons. On that basis, they proposed directions and measures to more effectively implement key foreign affairs and diplomacy tasks for the coming years; at the same time, contributing to the preparation of the summary of 40 years of implementing the renovation policy and preparing the documents of the 14th National Party Congress.

Speaking at the conference, General Secretary Nguyen Phu Trong acknowledged and highly appreciated the achievements of the diplomatic sector, affirming that the diplomatic and foreign affairs sectors nationwide have strived, seriously grasped and joined hands to well implement the Party's foreign policy, achieving many important and historic results and achievements, becoming an impressive highlight among the overall results and achievements of the country in recent years.

Regarding the key tasks in the coming time, the General Secretary emphasized the need to regularly monitor developments and accurately forecast the development direction of the external situation; overcome difficulties and challenges, and successfully carry out the goals and tasks of foreign affairs from now until the end of the term, as set out by the 13th National Party Congress.

In particular, it is necessary to strengthen the work of grasping the situation, analyzing, forecasting, promptly advising on adjusting and supplementing new trends and newly arising issues to concretize, build and organize the strict and effective implementation of specific programs and plans of each agency and unit in a synchronous, scientific, methodical and unified manner, with high determination and great efforts of the entire political system in accordance with the spirit of "First support, then support", "One call, one response", "Unanimity from top to bottom", "Consistency across the board"!

Pay attention to skillfully combining the strength of the nation with the strength of the times; harmoniously handle the relationship between national interests and international obligations and responsibilities. Always be steadfast in principles and flexible in strategies (Principles of national independence and socialism. Strategies are mobile and flexible, adjusting according to each issue, each time and depending on the object or partner, adhering to the great thoughts of Uncle Ho: "Respond to all changes with the unchanging", "make more friends and reduce enemies", "be ready to be friends with all democratic countries and not create hatred with anyone".
