At the Conference, the Presidium was elected, including Minister Nguyen Hong Dien, Deputy Minister Nguyen Hoang Long, Deputy Minister Phan Thi Thang, Chairman of the Ministry of Industry and Trade Trade Union Nguyen Minh Hue and Director of the Department of Organization and Personnel Tran Quang Huy.
Promoting the mastery of party members, civil servants and workers
At the conference, Mr. Tran Quang Huy - Director of the Department of Organization and Personnel reported on the summary and review of the direction and leadership of the implementation of the Party's Resolutions and policies, the State's laws and policies related to the functions and tasks of the Ministry of Industry and Trade; the implementation of the 2024 Conference Resolution and the implementation of the Ministry's democratic regulations; reported on the work of arranging and streamlining the apparatus according to Resolution 18-NQ/TW and implementing policies and regimes for cadres, civil servants, public employees and workers in the implementation of the apparatus arrangement.
Accordingly, in 2024, despite the context of the global economy continuing to face many difficulties, the implementation of the global minimum tax commitment has a certain impact on countries attracting many FDI sources such as Vietnam, the Party Committee and the leaders of the Ministry of Industry and Trade have determined to lead and direct the Industry and Trade sector in 2024 to seriously and effectively implement the Resolution of the 13th National Party Congress and related policies and guidelines on industrial and trade development. Together with the efforts of the entire staff, civil servants and employees of the Industry and Trade sector, the Ministry of Industry and Trade has basically achieved and exceeded all development targets of the sector in 2024.
Regarding the results of implementing the Regulations on Democracy in the activities of the Ministry's agencies, Mr. Tran Quang Huy said that, based on the provisions of Law No. 10/2022/QH15 on implementing democracy at the grassroots level, Decree No. 04/2015/ND-CP on implementing democracy in the activities of state administrative agencies and public service units, Circular No. 01/2016/TT-BNV guiding Decree 04, the Party Committee of the Ministry of Industry and Trade has led the development, promulgation and implementation of the Regulations on Democracy in the Ministry's agencies in 2024, promoting the mastery of party members, civil servants and employees.
In 2024, the Party Committee of the Ministry periodically worked with mass organizations: Trade Union, Youth Union, Veterans Association of the agency to listen to reports on the operation situation and give leadership and direction, in order to maximize the strength of mass organizations, promptly grasp the thoughts and aspirations of party members and the masses; build a spirit of solidarity.
In addition, the Ministry's leaders have paid attention to directing the good implementation of the Democratic Regulations in relations with citizens and agencies and organizations outside the Ministry; arranging and organizing the apparatus in a compact and efficient manner and arranging and assigning staff in accordance with their capacity and innovation requirements; improving the working methods in a democratic, public and transparent manner; paying attention to creating conditions for cadres and civil servants to promote their democratic rights, respecting and listening to the opinions and suggestions of cadres and civil servants in handling and resolving work... The work of receiving citizens and dialogue has always been valued and promptly directed by the Ministry's leaders, so it has been carried out seriously and effectively.
"Notably, in 2024, the Secretary of the Party Committee and Minister of Industry and Trade chaired the annual meeting, exchange and dialogue between the Party Committee, leaders of the Ministry and leaders of units under the Ministry to listen to the aspirations of officials and employees, thereby finding solutions to protect workers' rights, good policies for treatment and promotion of talented people, and proposing solutions to resolve outstanding issues in the Ministry" - Mr. Tran Quang Huy shared.
Also at the conference, delegates listened to the Report summarizing the emulation and reward movement in 2024 and the direction and tasks in 2025; Report on the implementation of the Ministry's budget estimate in 2024; Report on the activities of the People's Inspectorate.
At the same time, the conference also answered opinions and recommendations of cadres, civil servants, public employees and workers; discussed measures to improve working conditions, improve the lives of cadres, civil servants, public employees and workers; launched the emulation movement in 2025; signed the emulation covenant; elected the People's Inspectorate...
10 key tasks for 2025
Speaking at the Conference, Minister Nguyen Hong Dien emphasized that 2024 is a year of many difficulties and challenges, but the Industry and Trade sector has achieved very proud and spectacular achievements.
“Since the beginning of the term, 2024 has been a fairly complete year when we have completed the goals and tasks set out. With the motto that has been thoroughly implemented since the beginning of 2024, which is “Inheriting, innovating, reaching the top”, we have achieved new heights” - Minister Nguyen Hong Dien affirmed and cited the results achieved in the past year.
Specifically, the industrial sector has recovered strongly and grown by 8.4%, much higher than previous years. In particular, the processing and manufacturing industry increased by 10%; e-commerce reached a scale of 25 billion USD, a growth rate of over 20%, making it one of the 5 countries with the highest growth rate in the world; import and export reached nearly 800 billion USD (excluding cross-border trade), a record high in the past 40 years; the trade balance continued to have a trade surplus of nearly 25 billion USD, making it one of the 18 countries with the largest international trade scale; the industrial growth index was high in all 63/63 provinces and cities, with some localities even increasing by about 27 - 28% compared to the same period last year.
"Those results have very important and positive contributions from the functional agencies under the Ministry, both management units and public service units" - the Minister assessed and further emphasized that in 2024, the units under the Ministry have thoroughly grasped and seriously implemented the three basic functions of a state management agency: (i) Consulting on planning and planning; (ii) Consulting and promulgating mechanisms and policies; (iii) Carrying out inspection and examination of implementation, contributing to the successful implementation of the country's socio-economic goals, especially in the field of industry and trade.
In addition, the spirit of solidarity, unity and democracy in the entire agency and in each unit of the Ministry continues to be promoted. Issues related to the legitimate rights and interests of cadres, civil servants, public employees and workers are guaranteed. Opinions, recommendations and proposals of cadres, civil servants, public employees and workers are all considered, answered and handled appropriately.
“Every year we have at least two sessions to listen to and resolve the opinions of workers. That is the conference of cadres and civil servants usually held at the beginning of the calendar year and the dialogue between the Ministry's leadership and all leaders of the units under the Ministry in July or August. All concerns, recommendations and proposals are considered and resolved satisfactorily under possible conditions. The Ministry of Industry and Trade also promotes a relatively high level of democracy, basically resolving legitimate recommendations and proposals, without creating new concerns” - the Minister once again affirmed.
The Minister also assessed that many outstanding, outstanding or newly arising issues and cases have been and are being considered and resolved in a systematic manner, in accordance with regulations and appropriate to the situation, and the atmosphere of democracy and solidarity has been promoted in many units.
Facilities, machinery, equipment, vehicles, and working conditions of the entire agency and units continue to be upgraded, supplemented, and improved (such as repairing office buildings, promoting digital transformation, purchasing equipment, etc.).
Personnel work is focused on improving, ensuring the right person, right job, and right regulations. Recruitment, promotion, and transfer of civil servants and public employees are carried out seriously, openly, and transparently.
Caring for the material and spiritual life of cadres, civil servants, public employees and workers has received more attention from the leaders of the Ministry and leaders of units, thanks to which civil servants, public employees and workers feel secure in their work and trust in the leadership, direction and management of leaders at all levels.
The role of institutions in the leadership apparatus from Party committees, Party organizations and unions has been promoted to take care of the legitimate and legal rights and interests of cadres, civil servants, public employees and workers. The pioneering and exemplary role of leaders and managers at all levels has been gradually improved.
However, in addition to the achieved results, the Minister also frankly pointed out the shortcomings, limitations, and weaknesses in the operations of the units that need to be overcome and the causes (especially subjective causes), to create more substantial and stronger changes in the coming time.
Emphasizing that in 2025, the industry's task is extremely large, when the Central Government and the National Assembly determined that GDP growth in 2025 would be 8% and strive for double-digit growth, Minister Nguyen Hong Dien said that for GDP to increase like that, the Industry and Trade sector must increase by a factor of 1.2; in the energy sector, it must increase by a factor of 1.5. This means that we must increase at least 10-12% in the industrial sector and 12-16% in the energy sector to meet growth.
“While the world and regional context is still unstable, with an open economy like Vietnam, achieving a growth target of 8% is difficult, 10% or more is even more difficult. Therefore, we need to innovate our thinking and approach to achieve the assigned goals and tasks,” said the Minister, and at the same time requested Party committees, Party organizations, units, cadres, civil servants, public employees and workers of the Ministry to focus on implementing the following key tasks:
Firstly, continue to do a good job of researching, thoroughly grasping, and promptly institutionalizing the Party and State's guidelines and policies, especially the Resolutions, Conclusions, and Directives of the Central Committee, the National Assembly, and the Government on socio-economic development in 2025, to organize serious, drastic, creative, and effective implementation to achieve the set goals.
In the immediate future, urgently develop a Program and Action Plan to implement Resolution No. 57 dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Resolutions of the National Assembly and the Government on socio-economic development in 2025 to resolutely and synchronously implement assigned tasks right from the first day and month of the new year.
“This week, the Ministry will issue an Action Program to implement Resolution 01 of the Government, and issue an Action Program to implement Resolution 57 of the Politburo,” the Minister said.
Second, each unit under the Ministry needs to closely follow the political tasks of the Industry, the Working Program and the directions of the Government, the Prime Minister, the Party Executive Committee, and the Ministry's leaders to develop action plans, assign tasks clearly, and have specific and regular inspections and supervision.
Third, continue to do a good job of ideological work so that cadres, civil servants, public employees, and workers can work with peace of mind, have absolute trust in the Party and State's leadership guidelines and policies, and the direction and management of the Party Executive Committee and the Ministry's leadership.
Unions need to launch and organize more emulation movements and effectively implement those movements, contributing to the entire industry in successfully carrying out assigned tasks.
Continue to promote administrative reform, innovate working methods and procedures, and create strong changes throughout the system.
Fourth, each cadre, civil servant, public employee and worker needs to focus on improving initiative and timeliness in advising and proposing to unit leaders and Ministry leaders and be decisive and responsible in organizing implementation to bring about the highest efficiency.
At the same time, thoroughly grasp and strictly implement the motto: Only do what is permitted by law; perform assigned duties and tasks correctly, do not let work be delayed, do not push responsibility between units or between individuals ; proactively detect and promptly and seriously handle errors and violations (if any) according to the provisions of law.
Fifth, further promote digital transformation in all work activities, especially in building, connecting and sharing common databases; using digital signatures and receiving and handling all administrative procedures in the level 4 electronic environment to create more convenience for businesses and people.
Sixth, continue to pay attention to investing in and upgrading facilities, means, and working conditions for cadres, civil servants, public employees, and workers; promptly supplement and replace missing or degraded equipment to meet the requirements of professional work of units, departments, and individuals; at the same time, save regular expenses to focus on caring for and improving the material and spiritual lives of workers in each unit.
Seventh, proactively review, evaluate, and grasp the situation in each unit to have appropriate solutions, based on legal regulations, Party charter principles, and in accordance with the specific context and situation, to avoid internal conflicts, frustrations, and disunity.
Eighth, focus on promoting democracy in discussion and action; promote the leadership role of Party committees, Party organizations and collective leadership of units with the motto "Comprehensive leadership; The work must be mainly directed and resolved by the Party committees, Party organizations and collective leadership of that unit".
The Minister of Information informed that after re-establishing Party organizations in state agencies, Party committees and organizations will comprehensively lead political tasks.
“Thus, the Party Committee and Party organization in each unit will lead the political tasks of the unit. The Party Committee of the Ministry of Industry and Trade comprehensively leads the tasks of the Ministry of Industry and Trade. Therefore, we need to have a new awareness of the responsibilities and tasks of the Party Committee and Party organization and determine that the work must be mainly directed and resolved by the Party Committee, Party organization and collective leadership in that unit, not pushed to higher levels,” the commander of the Industry and Trade sector clearly stated his point of view.
Along with that, the Minister also requested to promote the role of mass organizations and the exemplary spirit of the collective leadership and heads of each unit. At the same time, promote the role of people's inspectors, prepare well for dialogues of the Ministry's leaders to resolve the problems of the units.
Ninth, continue to review, revise and supplement the working regulations, rules and regulations of the Party Executive Committee (to be the Party Committee of the Ministry) and the Ministry's leadership to conform to the new institution according to the new regulations.
Tenth, the collective leadership and civil servants, public employees and workers of the units under the Ministry need to thoroughly grasp and seriously implement the policies of the Party and the State and the direction of the Party Executive Committee and the Ministry's leadership on policies and regimes for civil servants, public employees and workers in the implementation of organizational restructuring according to the provisions of Decree 178/2024/ND-CP and other relevant policies and regimes on the restructuring and streamlining of the units' organizational structure. Immediately after Tet, the Ministry will implement the spirit of Resolution 178 and the direction of the Politburo, ensuring the target of reducing at least 20% of civil servants and public employees receiving salaries from the state budget according to the direction of the Government.
The head of the Industry and Trade sector also requested that each unit must lead the organization to perform well in order to retain talented, capable people, and people who are responsible for their work, but at the same time must also satisfactorily resolve the regime and policies for those in groups that benefit from policies according to current regulations.
Re-emphasizing the motto set for 2024 as “Inheriting, innovating, reaching the top”, Minister Nguyen Hong Dien said that the Industry and Trade sector has achieved great heights. Therefore, in 2025, the motto of the Industry and Trade sector is “The assigned target/ Increase several levels/ Industry and Trade strive/ Be determined every day/ Everyone is enthusiastic/ Take action to win.
Regarding the recommendations and proposals of the units at today's Conference, the Minister said that the Party Committee and the leaders of the Ministry of Industry and Trade have acknowledged and assigned the Department of Organization and Personnel to preside over and coordinate with the Ministry's Trade Union to synthesize and report to the Ministry's leaders for timely resolution within their authority (or report to competent authorities for consideration and resolution according to regulations).
The Presidium directed the Secretariat to receive the direction of the Party Committee Secretary, Minister Nguyen Hong Dien to complete the draft Resolution to request the Conference's opinion and was unanimously approved by 100% of the delegates.
