On April 24, the Provincial Party Committee held its 69th meeting to discuss and give opinions on the Project on rearranging commune-level administrative units in Quang Ninh province and some contents to be presented at the 26th session of the 14th Provincial People's Council. Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, chaired.
According to the draft project on the arrangement of commune-level administrative units in Quang Ninh province, after the arrangement, the whole province will have 51 commune-level administrative units. In case Mong Cai special zone is not established, the whole province will have 54 commune-level administrative units. In addition, the draft also determines the plan to arrange the organizational apparatus, arrange the staff, civil servants, public employees, workers and resolve the regime and policies when implementing the arrangement of commune-level administrative units. Discussing at the conference, the members of the Provincial Party Executive Committee analyzed and proposed plans to reorganize the apparatus and operation methods of some public service units currently under the district level. In particular, public service units are performing tasks in the fields of radio and television, education, health, public services, public investment project management, etc.
Also at the conference, the Provincial Party Executive Committee listened to and gave opinions on adjusting and supplementing the medium-term public investment plan for the 2021-2025 period with provincial budget capital; adjusting and supplementing the allocation of the public investment plan with provincial budget capital in 2025; supplementing a number of contents in the mechanism and measures for managing the local budget in 2025 to be submitted to the 26th session of the Provincial People's Council.
Concluding the conference, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation acknowledged and highly appreciated the drastic direction of the sector; the efforts and determination of the district-level localities in developing plans to rearrange commune-level administrative units. The district-level units have implemented methodically, closely following the plan of the Provincial Steering Committee and prepared the necessary conditions for implementation, especially organizing to collect voters' opinions.
Agreeing with the plan to arrange commune-level administrative units in the province, the names, offices and organizational structure, the arrangement of cadres, civil servants and public employees of the new commune-level administrative units, the Provincial Party Secretary assigned the advisory agencies to receive comments and suggestions to continue completing the project to ensure the content and time to submit to the Provincial People's Council for approval at the upcoming thematic session. Thereby, it will be the basis for completing the dossier to send to the Ministry of Home Affairs to submit to the Government before May 1, 2025.
Regarding the contents of adjusting public investment capital, the Provincial Party Secretary requested the Standing Committee of the Provincial People's Committee to receive comments from the conference to complete the submissions and drafts in accordance with the authority, legal procedures and ensure the time. The Standing Committee of the Provincial People's Council directed the committees of the Provincial People's Council to carefully examine the contents of the submissions and draft resolutions. The general spirit is that the submitted contents must ensure the authority to consider and decide of the Provincial People's Council in accordance with the provisions of law. At the same time, maximize the initiative in the direction and administration of the Provincial People's Committee and investors. Thereby, shortening the time to carry out administrative procedures for public investment projects, contributing to speeding up the progress of project implementation.
