Putting practice into resolution

Monitoring the activities of the Provincial People's Council, especially in the implementation of its decision-making function, many difficulties, shortcomings or development requirements of the province have been considered and studied by the Provincial People's Council to issue correct, accurate and timely policies and resolutions. In other words, the Provincial People's Council has really followed closely, listened to the breath of life, and put life into resolutions.

For example, in 2022, through the reflection of Nghe An Newspaper and a number of press agencies, there is a trend of the specialized forest protection force in the province quitting their jobs; the main reason is that the funding source to support the specialized forest protection force is low and unstable, sometimes for nearly a year they do not receive the regime, greatly affecting their personal and family lives...

Faced with the difficulties of the specialized forest protection force and the increasing number of people quitting their jobs, the risk of the forest having no one to protect it, the Standing Committee of the Provincial People's Council has proposed the Provincial People's Committee to study and submit to the Provincial People's Council a policy for the specialized forest protection force. And at the 14th session, term 2021 - 2026 held in early July 2023, the Provincial People's Council passed Resolution No. 02 stipulating policies to support forest owners to carry out forest management and protection in the province.

Comrade Nguyen Huu Hien - Vice Chairman of Tuong Duong District People's Committee shared: The resolution issued by the Provincial People's Council is to ensure a stable source of funding for forest owners to pay for forest protection forces; at the same time, increase the level of funding for forest management and protection to 300,000 VND/ha/year. In particular, it ensures fairness at a general level for specialized forest protection forces, because the resolution stipulates: for areas that have not been allocated funding for forest management and protection, support is 300,000 VND/ha/year; for areas that have been allocated funding for forest protection from the forest environmental service payment policy, programs, projects, and other legal capital sources but the total supported unit price is less than 300,000 VND/ha/year, additional support will be provided to reach 300,000 VND/ha/year.

Along with the resolution on policies for the specialized force in charge of forest protection and management, at the 14th session, the Provincial People's Council also resolved to issue Resolution No. 01 on a number of policies to support fishing vessels exploiting offshore fisheries in the province. The policy includes three support groups, including: Trip expenses for fishing vessels exploiting offshore fisheries; support for purchasing voyage monitoring equipment to replace Movimar equipment; support for service subscription fees for voyage monitoring equipment installed on fishing vessels.

Mr. Tran Van Duong - a boat owner in Dien Ngoc commune (Dien Chau district), said: The policy issued by the Provincial People's Council is very popular; it both supports and encourages fishermen to go offshore, stick to the sea to exploit and catch aquatic and seafood products in the context of increasing prices of oil, nets, tools and materials for exploitation and fishing; and contributes to the efforts of localities across the country to remove the "yellow card" for Vietnamese seafood, through supporting ship owners to buy voyage monitoring equipment to replace Movimar equipment and service subscription fees for voyage monitoring equipment installed on fishing vessels.

Putting reality into resolutions, each resolution issued by the Provincial People's Council contains a "story" of life. For example, the resolution regulating the policy of supporting investment in swimming pools and organizing swimming lessons for children; that is the "story" of a sustainable solution in preventing and combating drowning in children - one of the "hot" issues of society. Or the resolution regulating the support policy for cadres, civil servants, and public employees working at the One-Stop Department at all levels, that is the "story" of encouragement and enhancing the responsibility of the "One-Stop" team...

Even resolutions on investment policies and adjustments to investment policies are "stories" of development through timely investment in new projects and works or adjustments to investment policies to accelerate public investment, disbursement of public investment capital, and promote development.

Be proactive and flexible in building and issuing resolutions.

The breath of life is not only expressed by the Provincial People's Council through the content of each resolution and the resolution of practical issues, but also from what reality requires to be both proactive and flexible in building and promulgating resolutions.

The initiative here is that the Standing Committee of the Provincial People's Council requires that the resolution preparation stage must be prepared "early and from afar" by requiring the Provincial People's Committee at the beginning of each year to direct departments, branches and sectors to review and develop a list of resolutions that need to be submitted to the Provincial People's Council for consideration and promulgation during the year for the Standing Committee of the Provincial People's Council to consider and approve; at the same time, assign the Provincial People's Council committees to accompany the departments, branches and the Provincial People's Committee in the preparation process.

Only then will the issued resolution be feasible and highly effective, and soon come into effect; avoiding the situation where the drafting agency prepares a draft resolution that is sketchy, formalistic, with general content and lacks specificity, leading to having to submit it many times before it is approved, affecting the progress of performing State management tasks at the local level or causing difficulties in the implementation process.

In addition to being proactive, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council also affirmed: The Provincial People's Council is flexible and ready to organize thematic meetings at any time when practical needs to consider and issue resolutions to promptly resolve important and urgent issues of the province and localities. This is the flexibility and closeness to the life of the Provincial People's Council.

Bringing reality and life into resolutions and closely following the breath of life to issue policies, resolutions, and policy mechanisms has contributed to increasing the "weight" of the Provincial People's Council's decisions and enhancing the "vitality" of policies and resolutions in practice.
