However, Minister Pham Thi Thanh Tra also said that in the spirit of the Politburo and the General Secretary, in the past time, we have only been able to initially carry out normal administrative management. While the important and decisive task is to create, develop, and serve. This goal is determined by the General Secretary to ensure 70%, the remaining normal administrative management is only about 30%.

From this reality, it is required that each cadre, civil servant, and public employee must change their awareness, thinking, and daily work to fulfill their responsibilities well.

Not long ago, at the conference to evaluate the results of the internal organizational arrangement of ministries and branches and to summarize 1 month of operating the 2-level local government, Minister of Home Affairs Pham Thi Thanh Tra said that the team of commune-level cadres and civil servants are mainly civil servants from the old commune level, accounting for 70%; only about 30% were transferred from the previous province and district, leading to a lack of uniformity in qualifications and skills, causing difficulties in arranging suitable personnel.

That is understandable because officials working at the old provincial and district levels work according to the law, while there are officials at the commune level who previously worked according to customs, which are heavily local.

The immediate task is to train to improve skills, awareness, change working style and manners, and improve work quality for the team of communal-level civil servants. But in the long term, it is clear that more appropriate measures are needed. The Minister of Home Affairs hopes that each cadre, civil servant, and public employee fully and comprehensively understands their responsibilities to do better, study, learn, think, and act better, worthy of the trust and hope of the people, for the development of the country. For communal-level leaders, this is a big test. Commune-level leaders must work fundamentally, scientifically , methodically, closely, with a specific work plan, ensuring 6 clear things: "clear people, clear work, clear products, clear time, clear responsibility, clear authority" and 2 no's: "no pushing, no shirking responsibility".

According to the Minister of Home Affairs, at this time, in addition to focusing on perfecting the personnel apparatus and the team of communal-level civil servants to meet operational requirements and improve operational efficiency in the new context, it is necessary to review, evaluate, and classify cadres and civil servants, and encourage cadres, civil servants, and public employees who are truly unable to meet the requirements of their tasks due to difficult work, limited capacity, and limited health to voluntarily resign to make way for the younger generation, qualified civil servants, and newly recruited under contract. This is the time to restructure communal-level cadres and civil servants.

In the communes and wards today, the old cadres are still there, but the model and operation are completely new. The new apparatus cannot stand still and wait for the old people who cannot keep up with the pace of operation. Making efforts to change to keep up with the pace of operation or courageously stepping out of the ranks is the way to make the apparatus operate smoothly.
