Principal in Hai Phong speaks out about information about illegal revenue and expenditure

Recently, Nguyen Khuyen High School (Vinh Bao Commune, Hai Phong City) was reported to have many illegal revenue and expenditure items in the 2024-2025 school year, along with signs of preferential treatment in appointing and promoting teachers.

Specifically: During the 12th grade graduation exam review period, the school organized 11 weeks of review and collected 800,000 VND/student against regulations. In addition, when the Hai Phong Department of Education and Training (GD&DT) allocated a support fund of 180,000 VND/period for teachers, the school was still accused of collecting an additional 600,000 VND/student.

In total, each student was accused of being wrongly charged 1.4 million VND; for 450 grade 12 students, the amount was up to 630 million VND.

In addition, the school was also accused of organizing two additional four-day examinations, collecting money for exam papers and exam questions, while regulations only allow two examinations per year and these fees are not allowed.

The reflection also mentioned that a female teacher was allowed to hold 4 positions in addition to teaching duties, including Deputy Head of the Professional Group, Secretary of the School Youth Union (even though she was over the prescribed age), School Counselor, Party Cell Secretary, and Member of the Party Executive Committee.

The above positions are all said to have income, in which the school counselor alone is reported to be paid 800,000 VND/week by the budget. In addition, the reflection also said that the school still collects an additional school counseling fee of 100,000 VND/student (total 137.5 million VND).

In addition, the principal was also accused of favoring a grade II promotion for a teacher with no outstanding achievements.

In response to the above reflection, Dan Tri reporter contacted the Department of Education and Training of Hai Phong city and was instructed to work with Nguyen Khuyen High School.

At the meeting with reporters, Mr. Pham Huy Hung - Principal of Nguyen Khuyen High School (Hai Phong) - affirmed that the contents reflected about the school are not true.

He said that, implementing Circular 29/2024/TT-BGDDT on extra teaching and learning, the school has developed a plan to review for the 12th grade graduation exam from March 17 to June 21, teachers volunteer to teach, students voluntarily participate, no fee is collected. From May 12 to June 21, teachers directly teaching classes are supported with 180,207 VND/period from the budget and the school has paid in full according to regulations. Therefore, the information about collecting 600,000 VND and 800,000 VND is false.

The school will only organize 2 graduation exams in 2025 according to the schedule of the Hai Phong Department of Education and Training (April 17-18 and May 19-20), will not organize additional exams and collect fees against regulations.

Regarding the reflection of favoritism for teachers holding multiple positions, Mr. Hung said that positions such as Party Executive Committee Member and Party Cell Secretary are elected based on trust, not counting concurrent hours.

According to Mr. Hung, the position of Secretary of the Youth Union is due to the context of not having a young teacher to replace him; the task of psychological counseling is undertaken by a teacher with a Master's degree in School Counseling, in accordance with regulations and voluntarily, without receiving benefits. The position of Deputy Head of the professional group was appointed in 2022 in accordance with the Department's instructions. This teacher only receives the allowance for 1 position of Secretary of the Youth Union, other tasks are done voluntarily, without additional income.

Regarding the promotion of teachers from grade III to grade II, the school strictly followed the State's regulations and the Department's instructions, established a council, issued standards and conditions, ensuring objectivity, transparency, and no personal favoritism.

Regarding the collection of union fees, Mr. Hung said that it is implemented according to the regulations of the Central Youth Union: each student pays 24,000 VND/year, of which the Youth Union retains 2/3 for activities, the School Youth Union receives 1/3 and continues to deduct a portion to the Vinh Bao District Youth Union; the School Youth Union uses the remaining amount according to regulations.

He also denied the information that school machines were used to print and photocopy exam papers and then collect money; he affirmed that there was no cleaning fee of 10,000 VND/student because the classrooms were cleaned by the students themselves, while the common areas were staffed by contract from the budget.

Regarding uniforms and books, Mr. Hung said that students register, the Parents' Association directly signs a contract with the supplier, without VAT to reduce costs according to parents' wishes.
