The People's Committee of Ha Tinh province has just sent a document transferring the case of administrative violations in mineral exploitation to the Investigation Police Agency of Ha Tinh province to prosecute the criminal liability of Hoa Binh Construction and General Trading Joint Stock Company, whose director is Mr. Tran Xuan Thoai (born in 1959).

Previously, the Department of Natural Resources and Environment of the province reported to the Provincial People's Committee and relevant agencies about Hoa Binh Company exploiting more than 100% of the licensed capacity of Dong Van mine (Hung Tri ward, Ky Anh town).

Hoa Binh Company was licensed on December 27, 2019, to exploit the Dong Van mountain leveling soil mine, with an area of ​​10 hectares, mineral reserves put into exploitation design of 1,658,850m³, exploitation capacity of 95,000m³ of raw material/year, term of 18 years.

During the inspection, the authorities determined that Hoa Binh Company had exploited minerals in violation of the granted license.

Specifically, Hoa Binh Company has exploited beyond the boundary of the permitted mining area (on the surface) with a total area of ​​more than 16,000m2, the volume of excavated soil in the area outside the granted mine boundary is about more than 142,000 m³ in natural form.

It is estimated that the amount of land exploited outside the boundary is worth 6.3 billion VND, showing signs of violation according to the provisions of Article 227 of the Penal Code.
