The plan clearly states the purpose of evaluating the leadership, direction, implementation and organization of the implementation of Program No. 01-CTr/TU dated March 17, 2021 of the Hanoi Party Committee on "Strengthening the work of Party building and rectification, building a clean and strong Party organization and political system of the city; promoting administrative reform in the period of 2021-2025" from the city to the grassroots level.

It highlights the achievements, points out the limitations and shortcomings, analyzes the causes and lessons learned; proposes orientations, goals, directions and tasks for Party building and rectification, and administrative reform for the 2025-2030 term.

The summary needs to be conducted seriously, ensuring progress, practicality, efficiency, avoiding formality; closely following the tasks and solutions stated in Program No. 01-CTr/TU of the City Party Committee and the practical situation of the City Party Committee. Through the summary, promote propaganda work on achievements, typical and outstanding collectives and individuals in implementing Program No. 01-CTr/TU.

The organization of the summary of Program 01-CTr/TU implemented in the whole city needs to closely follow the goals, targets and tasks of the Program, requiring a focus on clarifying the leadership, direction, implementation, assessment of advantages and difficulties; achieved results, advantages, shortcomings, limitations and causes. The report ensures quality, sufficient illustrative data according to the targets and requirements of the program set out; the time of data collection is from 2021 to the end of September 2024, estimated data until the end of 2024, 2025.

The summary is expected to take place in the fourth quarter of 2024. In particular, the Party Delegation of the City People's Council directs the development of a report assessing the activities of the City National Assembly Delegation and People's Councils at all levels for the 2021-2026 term; assessing the results of the implementation of the Project to improve the capacity, effectiveness and efficiency of the City People's Councils at all levels for the 2021-2026 period in conjunction with the pilot implementation of the urban government model in Hanoi.

The Party Committee of the City People's Committee directs the preparation of reports assessing the management and operation of the People's Committee and administrative agencies at all levels; reports assessing administrative reform work; assessing the implementation results of Projects, Regulations, Plans, Programs... to implement the assigned Program 01-CTr/TU.

The Organizing Committee of the City Party Committee - the Standing Agency of the Program shall preside over and coordinate with relevant agencies and units to advise on the development of a Summary Report on the implementation of the Program, and submit it to the Standing Committee of the Steering Committee for approval before September 30, 2024; preside over and coordinate with the Office of the City Party Committee and relevant units to advise on the preparation and organization of the Summary Conference; propose and report to the Steering Committee to request the City Party Committee's Emulation and Reward Council to consider rewarding collectives and individuals with outstanding achievements in implementing the program.
