In 2024, the Executive Committee and Standing Committee of Cam Pha City Party Committee were always united, courageous, closely and accurately identified the situation; resolutely and decisively faced difficulties and challenges to proactively lead and direct according to the Party's principles and achieved positive results in all aspects of work. Since then, 11/14 targets of the 2024 work theme resolution have been achieved and exceeded, notably: The rate of Party membership admission reached over 100%; the socio-economy developed stably, maintaining a year-round growth of 7.6%; the total value of the sectors and fields of trade, tourism, industry and construction increased from 5.3% to 18.6%; the number of tourists reached 1.1 million, an increase of 200,000 compared to the scenario; tourism revenue is estimated at 665 billion VND, an increase of 90 billion VND compared to the scenario; Completed the elimination of 68 near-poor households, created additional jobs for 3,000 workers, achieving 100% of the target assigned by the province.

Speaking at the conference, comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, commended and acknowledged the efforts of Cam Pha City in all aspects of work in the context of many difficulties in 2024, especially the damage caused by storm No. 3 (Yagi).

In view of the province's goals set for 2025, he highly appreciated Cam Pha City for choosing a very suitable theme for the year, which is "Focusing on removing difficulties, unlocking resources; making a breakthrough in economic development, creating momentum for the new term". To achieve this goal, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested Cam Pha City to continue to promote the tradition of "Discipline and unity", building a truly united collective; continue to promote the work of building and rectifying the Party and the political system; improve the leadership capacity and fighting strength of grassroots party organizations in Party and state agencies and public service units.

He requested the city to continue to focus on carefully preparing and successfully organizing Party Congresses at all levels, including carefully and thoroughly preparing congress documents, especially political reports to be submitted to the congress. Study and responsibly participate in the documents of the 14th National Party Congress and the documents of the 16th National Party Congress of the Provincial Party Committee. Prepare well the personnel work to participate in the Party Committee, ensuring the quality, quantity and reasonable structure, especially the personnel after the organization and apparatus are rearranged. In the immediate future, well organize the congresses of residential area Party cells for the 2025-2027 term, ensuring the goal of 100% of Party cell secretaries being also village and ward heads.

He also emphasized that the whole province has basically completed the plan to arrange and streamline the apparatus according to the direction of the Central Steering Committee. Accordingly, the Party Committee of Cam Pha City also needs to proactively direct the review of the staff, implement the arrangement plan immediately after being approved by competent authorities; at the same time, according to the functions and tasks, develop a project on job positions of each agency and unit to determine the number of staff. Effectively implement the model of "Four-good Party Cell", "Four-good Party Committee", improve the quality of activities of the Party Committee.

To contribute to achieving the province's economic growth target of 12% in 2025, he requested Cam Pha City and Ha Long City to be the locomotives to accelerate and make breakthroughs in economic development, striving to fulfill the highest budget revenue estimate assigned; continue to implement Resolution No. 15-NQ/TU of the Provincial Party Committee on developing seaports and seaport services more effectively and clearly in conjunction with the Master Plan for developing sea and island tourism products in Ha Long Bay - Bai Tu Long Bay - Van Don - Co To, creating a clear change in the development of tourism, services and seaports; promote investment attraction for tourism and service projects in the area, especially attracting investment in Con Ong - Hon Net port.

In addition, continue to improve the quality of administrative reform, improve the investment and business environment; promote digital transformation; focus on effectively implementing Resolution 17-NQ/TU of the Provincial Party Committee. Focus on directing the enhancement of the quality of inspection, supervision and enforcement of Party discipline, especially regular supervision of some grassroots Party committees; proactively detect, prevent, and overcome shortcomings and violations of Party organizations and Party members right from the grassroots level.

Continue to pay attention to cultural, social and human development, ensure social security and welfare, improve people's income and quality of life; proactively prevent and promptly handle complicated issues, ensure security, order, traffic safety, labor safety, food safety and hygiene, fire prevention and fighting, especially during the peak period before, during and after the Lunar New Year 2025.

Storm No. 3 caused serious damage to planted forests, so right after Tet, Cam Pha City launched a movement for the whole population to participate in planting forests, focusing on areas where forests were damaged, contributing to increasing the forest cover rate.
