Accordingly, in order to ensure effective implementation of the 2025 public investment plan with the goal of disbursing over 95% of the assigned capital plan (87,130 billion VND), creating momentum to promote economic growth in the capital, the Chairman of the City People's Committee requested directors/heads of departments, branches, and sectors; Chairmen of People's Committees of districts, towns, and related units to seriously draw lessons, fully assess objective and subjective causes, limitations, and weaknesses in management, operation, and implementation; responsibilities of relevant collectives and individuals, especially units with low disbursement rates.

On that basis, propose timely solutions in the first quarter of 2025; at the same time, urgently focus on implementing key tasks.

Along with that, determining the allocation and disbursement of public investment capital in 2025 is a key political task, a top priority in the leadership, direction and implementation of all levels and sectors; promoting the role and responsibility of leaders in closely monitoring practices, proactively, flexibly and promptly operating to remove bottlenecks, difficulties and obstacles.

In addition, strengthen on-site inspection and supervision, direct and urge contractors to mobilize maximum resources, arrange sufficient machinery, equipment, and construction personnel, ensure progress and quality of works in accordance with the direction of the Government and Prime Minister.

Notably, the Chairman of the City People's Committee requested to focus on removing the biggest "bottleneck" which is site clearance, which directly affects the progress of project implementation to complete the public investment capital plan for 2025 at over 95%.

In particular, the City People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with investors and People's Committees of districts, towns and cities to urgently organize a review and overall assessment of the implementation of site clearance for public investment projects in the city; fully synthesize difficulties and obstacles, classify them into specific groups of problems and study and propose feasible solutions in accordance with current regulations.

Report the results, submit to the Chairman of the City People's Committee for consideration, chair a thematic meeting to directly direct the settlement of existing problems and difficulties related to site clearance work in March 2025.

The Chairman of the City People's Committee requested to accelerate the implementation and disbursement of key projects and projects using central budget capital; focusing on implementing projects according to the committed schedule; shortening the time for handling administrative procedures, removing difficulties; speeding up site clearance, creating favorable conditions for construction; strengthening leadership, direction and regular inspection and supervision.

In addition, the Chairman of the City People's Committee also requested to complete investment procedures and promote administrative reform in public investment management; balance resources and improve the efficiency of public investment capital management; promote payment and settlement of investment capital.
