(Baothanhhoa.vn) - In the context of restructuring local armed forces in the direction of "refined, compact, strong", the newly established regional defense commands (PTKV) under the provincial Military Command (CHQS) have quickly focused on leadership, direction, and put the units into stable operation.

PTKV 4 - Hoi Xuan Command organizes forces ready to respond in key directions during storm No. 3 (Wipha).

The Party Committee and commanders of the PTKV command boards clearly defined their roles and responsibilities, focused on leadership and direction, promoted the spirit of solidarity and unity, determined to overcome difficulties, and quickly put the unit into stable and effective operation right from the beginning.

The reality at the PTKV 4 - Hoi Xuan Command Board clearly shows the spirit and high determination in building a regular and strong unit. The barracks are taken care of in every detail by the officers and soldiers, neat, spacious, the landscape is green, clean and beautiful. From the command area to the workplace, the accommodation is arranged reasonably, ensuring living and working conditions. Along with building a regular order, the unit especially attaches importance to combat readiness.

Lieutenant Colonel Nguyen Van Cao, Political Commissar of the PTKV 4 - Hoi Xuan Command, said: “Immediately after its establishment, the unit proactively advised and arranged stable working and living places, and built a regular agency so that all activities were smooth and rhythmic from the very first day. The unit also implemented the development of working regulations, assigned tasks in the command and agencies, built a system of combat readiness documents, and a plan for strict guarding... Focused on maintaining troops strictly implementing the regimes and rules; organized training marches to help officers and soldiers improve their physical strength, endurance, and mobility to meet the requirements and assigned tasks.”

According to Decision No. 2786/QD-BQP dated June 14, 2025 of the Ministry of National Defense , the dissolution of the district-level military command is part of the roadmap for restructuring the local government apparatus, from 3 levels to 2 levels: province and commune. This is a consistent step to realize the spirit of the Central Resolution on streamlining the organization, improving the effectiveness and efficiency of State management. Reducing the administrative level does not mean reducing the defense level. If a suitable organizational model is not prepared, when a defense - security situation occurs, we will be surprised and passive right at the grassroots level. Therefore, along with the dissolution of 26 district-level military commands, 5 PTKV command boards were simultaneously established, under the direct command of the Provincial Military Command, including: PTKV Command Board 1 - Trieu Son, PTKV Command Board 2 - Ha Trung, PTKV Command Board 3 - Ngoc Lac, PTKV Command Board 4 - Hoi Xuan and PTKV Command Board 5 - Tinh Gia.

To organize and implement the project in a tight, synchronous, unified and effective manner, the Provincial Military Command has directed the PTKV command boards, after being established, to thoroughly implement the Party's guidelines and policies, the direction of the Central Committee, the Central Military Commission, the Ministry of National Defense and local Party committees and authorities on the organization and apparatus of the political system; arrange and reorganize administrative units at all levels and build a 2-level local government organization model. Review the entire system of legal documents related to local military organizations, propose amendments and supplements to ensure synchronization and unity in organization and implementation.

Units have quickly stabilized their organization, assigned and assigned specific tasks; consolidated the Party organization, command organization, and mass organizations, put agencies and units into operation according to their functions and tasks; built strong organizations to contribute to the excellent completion of all assigned tasks. Agencies and units adjusted defense plans and combat plans according to new administrative boundaries, submitted them to competent authorities for approval; clearly defined the functions, tasks, and roles of local military organizations in building and training reserve forces and militia and self-defense forces to meet the requirements of protecting the Fatherland.

PTKV command boards do not let dissolution, transfer, or merger interrupt or affect the quality and progress of assigned tasks; Party committees and commanders at all levels do a good job of ideological and policy work for cadres, soldiers, and employees, and are ready to receive and strictly comply with the organization's assignments and mobilizations. Proactively grasp the thoughts and aspirations, promptly advise and propose to the Provincial Military Command to properly resolve policy work and military rear for cadres and soldiers. In addition, units quickly develop and promulgate regulations and rules for leadership, direction, and command and operation in each aspect of work. Focus on building truly clean and strong Party committees and organizations at all levels, taking care to build a contingent of cadres and employees capable of completing immediate and long-term tasks...

Colonel Vu Van Tung, member of the Provincial Party Standing Committee, Commander of the Provincial Military Command, said: "The PTKV Command is not a new administrative level, but a specialized force - an "extended arm" of the provincial level, playing the role of commanding the armed forces in areas with large populations and important strategic positions. It is a strategic transition from an old organizational model to a new, streamlined, efficient, responsive, and highly combat-ready thinking of the armed forces. The task of protecting the Fatherland is a sacred command that cannot be neglected. It is also a call for every officer and soldier of the local armed forces in any situation, to maintain the national defense posture right from the grassroots level to meet the requirements of the tasks in the new situation".
