Circular 08/2023/TT-BGTVT of the Ministry of Transport, effective from June 3, 2023, immediately helped reduce the burden on inspection centers, creating convenience for people and businesses. On June 3, many vehicle owners nationwide were able to print their own Certificate of Validity of Certificate and Inspection Stamp, without having to bring their vehicles to inspection centers.

Circular 08/BGTVT was promptly issued to reduce pressure on current inspection centers. Mr. Cao Ba Hung, in Long Bien district, Hanoi, owner of vehicle with license plate 29A - 680.xx, whose inspection expired on June 3, 2023. A week before, Mr. Hung brought his vehicle to the Inspection Center 29-17D, Thach Ban ward, Long Bien district to queue up and get an inspection appointment number. However, the inspection center staff informed that he had to register via the App and the inspection schedule was full of appointment tickets until the end of June 2023, so he had to wait until July 2023 to have a free appointment.

Mr. Cao Ba Hung shared: "On June 3, I continued to bring my car to another center to schedule an inspection, but all the centers announced that the schedule was full until the end of June 2023. I was thinking that I would have to bring my car back and wait until July 2023 to go for inspection, because I didn't dare go out on the road, in case the traffic police discovered and fined me. While waiting for the inspection with many other drivers, I received information that Circular 08/2023/TT-BGTVT was issued and took effect and my car was eligible for an automatic extension of the inspection cycle by 6 months, so I was somewhat reassured, not worried about being fined on the road...".

According to Circular 08, passenger cars with up to 9 seats that are not used for transportation business (with a production period of up to 7 years and a production period of 13-20 years) that have been granted certificates and inspection stamps before March 22, 2023 and are still valid for inspection as of June 3, 2023 will have their inspection period automatically extended according to the new cycle prescribed in Circular 02/2023/TT-BGTVT. Statistics show that more than 1.9 million cars with up to 9 seats that are not used for transportation business have their inspection period extended by 6 months.

According to Mr. Nguyen Van Quyen, Chairman of the Vietnam Automobile Transport Association, Circular 08 will have a great impact on vehicle inspection activities in the coming time. Thanks to the regulation allowing self-extension of inspection cycles for personal vehicles with up to 9 seats, it will help resolve vehicle inspection congestion in the next month, thereby reducing economic losses for transport businesses and vehicle inspection centers can focus human resources and materials on inspection for vehicles that are overdue for inspection and vehicles for transport business.

Create conditions for vehicle owners to register to extend the inspection cycle

Regarding the information that nearly 2 million personal cars with up to 9 seats have their inspection period extended, the Vietnam Register has just issued a notice of instructions to vehicle owners in need.

Specifically, currently on the website of the Vietnam Register, the information on all vehicles that have been extended according to regulations can be found by looking up the validity of the Certificate and Inspection Stamp. However, because it takes a long time to create digitally signed files of the inspection validity certificate for these vehicles, it is not available for all vehicles at this time.

The overload situation at Hanoi inspection centers occurred before Circular 08/BGTVT was issued.

Therefore, the Vietnam Register prioritizes creating certificate files for vehicles with the closest inspection date first.

During the first week of Circular 08 taking effect, the website will allow downloading files of vehicles with inspection deadlines from June 3 to June 10, 2023. Vehicles with inspection deadlines until June 30, 2023 will be uploaded to the system before June 10, 2023, and it is expected that the creation of files for all vehicles will be completed before June 30, 2023.

In addition, due to the sudden increase in the number of visitors to the Vietnam Register's website these days, the homepage is overloaded. To look up information on renewal of inspection certificates, vehicle owners are requested to go directly to the website at https://giahanxcg.vr.org.vn. Statistics up to June 3 show that the number of times people looked up the validity of the Certificate and Inspection Stamp was 3.6 million nationwide.

The Vietnam Register also announced that the country has nearly 2.96 million passenger cars with up to 9 seats (passenger cars) that are not used for transportation business, of which nearly 1.4 million passenger cars are subject to automatic extension of the validity period stated on the Certificate and Inspection Stamp in the period from June 3, 2023 to June 30, 2024 and more than 1.56 million passenger cars are not subject to extension of the validity period of the Certificate and Inspection Stamp. Therefore, to ensure the distinction between these vehicles, it is necessary to have a Certificate of Validity of the Certificate and Inspection Stamp.

The issuance of this Certificate is determined completely automatically from the online software of the Vietnam Register based on vehicle inspection data that the Motor Vehicle Inspection Center has previously inspected, issued Certificates and Inspection Stamps for vehicles, and updated to the inspection data system of the Vietnam Register.

In addition, the issuance of this Certificate will ensure convenience for people and businesses (because vehicles do not have to go to the inspection center to complete the procedures for re-issuing the Certificate and Inspection Stamp), and prevent congestion at the professional offices of the inspection centers (because if the Certificate and Inspection Stamp have to be re-issued according to a new cycle, it is easy to cause overload in the professional office area - where inspection documents are submitted, instead of on the assembly line as it is now).

However, this Certificate is not used to replace the Certificate and Inspection Stamp of the vehicle, it only serves to confirm information about the validity period of the previously issued Certificate and Inspection Stamp that will continue to be used until the period calculated according to the new cycle specified in Circular 02/2023/TT-BGTVT.
